City Council Adopts New Policies to Enhance Transparency and Public Engagement Under SB707
The City Council adopted Resolution 7791, approving three new council policies (100-15, 100-16, and 100-17) to comply with Senate Bill 707 (SB707). These policies address reasonable accommodation for legislative body members and the public, technology disruption during meetings, and outline procedures for public engagement. SB707, effective January 1, 2026, requires local agencies in counties over 600,000 population (like Orange County) to implement these changes. The city will also update its website to enhance public access to meeting information, including remote participation procedures. While SB707 mandates translation of agendas based on specific population thresholds, Seal Beach does not meet the 20% threshold for languages other than English, but will provide a space for public posting of translated agendas and assist with interpretation.
City Approves LCWA Water Main Lining Project with TE Roberts Inc. for $3.29 Million
The City Council reviewed and approved the LCWA Water Main Lining Trenchless Technology Improvements Project. TE Roberts Inc. was awarded the public works agreement for $3,297,485. The project aims to replace an aging 18-inch water transmission main in a sensitive wetlands area, utilizing trenchless technology to minimize environmental impact. The project is funded through a low-interest State Revolving Fund (SRF) loan (approx. 2.1%) and existing water enterprise funds for design costs. Construction support services are estimated at $234,976, and a contingency of $320,950 was authorized, bringing the total not-to-exceed amount to approximately $3.77 million. The council expressed concerns about the loan details and repayment over 30 years but ultimately approved the project due to its urgency and environmental sensitivity.
City Council Awards Sewer Mainline Improvement Contract to Performance Pipeline Technologies
The City Council considered a resolution to approve plans, specifications, and contract documents for the Sewer Mainline Improvement Program (CIP OSS2). The apparent low bidder, State Design and Construction, was found non-responsive due to failing to meet bid bond requirements and submit necessary documentation. Consequently, the bid protest filed by Performance Pipeline Technologies was sustained, and the contract was awarded to Performance Pipeline Technologies for $718,850. This project, funded by sewer enterprise fees and existing carryover funds, is Phase One of the sewer mainline improvements and is expected to last 60 years. The council also authorized unforeseen work and inspection services up to $190,000.
Seal Beach Police Department Reviews Military Equipment Use and Safety Protocols
Captain Ezra presented the annual AB481 military equipment report, detailing equipment used by the Seal Beach Police Department. The report included drones (DJI Maverick, DJI Avatar) for surveillance and safety, armored vehicles (two, housed in Westminster and Los Alamitos) for high-risk incidents, and a mobile command post for communication hubs. Less lethal options such as a 40mm launcher, less lethal shotguns, pepper ball launchers, and various ammunition types were discussed. Training frequency for SWAT and department-wide practice sessions were also outlined. The report aims to ensure officer safety and effective incident response while adhering to AB481 reporting requirements.
City Council Approves Annual Adjustment to Public Works Bidding Threshold
The City Council approved a resolution adjusting the bidding thresholds for public works contracts and the City Manager's purchasing authority. The threshold increased from $41,818 to $42,982, reflecting a 2.8% average increase in construction costs based on the Engineering News Record construction cost index. This adjustment allows city staff and the City Manager greater flexibility for procurements under this threshold without requiring council approval for every contract, ensuring efficiency while maintaining oversight through purchase orders and staff review processes.
