Victor Terrace PDD Project: Revised Proposal for Residential Development Discussed
The Town Board held an informational session regarding the Victor Terrace PDD project, which was originally approved in 2003 as a mixed-use development. The applicant, RSM Development, represented by attorney Greg Nearpass of Woods Oviatt Gilman, along with Mike Richie from Kost Engineering and Steve Mancini from RSM Development, presented a revised concept plan. The original PDD was for mixed-use commercial and residential development. The market analysis indicated a decreasing need for commercial activity and an increasing need for residential development. The revised proposal, which is still a Planned Development District (PDD), would consist of 60 residential units, with 48 on the town parcel and 12 on the village parcel. The village has confirmed sewer capacity for the revised project. Traffic impacts are anticipated to be less than the original mixed-use proposal. The project spans approximately 5.8 acres, with the main building on the town parcel and a smaller building on the village parcel. The revised PDD aims to incorporate more specific regulations regarding uses, setbacks, and heights, updating the general nature of the original 2003 PDD. The property is located west of Tim Hortons and between Tim Hortons and Victor Chevrolet. The units are proposed to be primarily two-bedroom apartments. The town board will consider amending the existing PDD, which will involve a State Environmental Quality Review Act (SEQR) assessment and review by the planning board. Concerns were raised about traffic, particularly during peak hours on Main Street, and the potential impact on existing traffic flow. The board also discussed the need for an RG&E letter of intent for service before voting on the PDD, given recent issues with RG&E capacity. The village parcel is zoned for permitted residential use, and its approval is separate from the town's PDD amendment process. The original project also included apartments and involved shared infrastructure like driveways and water collection.
