East Side Area Annex Seeks Lease Extension for 12-Step Meeting Space
The East Side Area Annex Incorporated, a not-for-profit organization providing a safe haven for 12-step groups, is seeking to extend its lease agreement for space in the Mack Building. The organization has been using the facility since July 2012, hosting approximately 38 meetings per week with around 880 attendees weekly. They invested in leasehold improvements, including $13,000 in 2012 and $20,000 in 2020. The current lease expires on December 31, 2026. The organization emphasized the significant positive impact their services have on community recovery and expressed a desire to continue using the facility for at least another five years, requesting as much notice as possible if the lease is not renewed to avoid devastating the local recovery community.
Penfield Town Board Reviews Strategic Growth Framework and Development Strategies
The town board discussed the strategic growth framework and proposed strategies for future development in Penfield. The framework suggests focusing development in areas with existing infrastructure, such as the new mixed-use development district, Four Corners, Panorama area, and the Enterprise Boulevard corridor. The report highlighted the need to address housing demand and commercial space while easing the financial burden of new infrastructure. Recommendations included reviewing and revising zoning, particularly for mixed-use districts, encouraging housing diversification through accessory dwelling units (ADUs), and potentially removing restrictions on ADU occupancy. The report also suggested exploring options like incentive overlay zones for affordable housing and encouraging 'missing middle' housing typologies. For land preservation, it recommended revisiting transfer of development rights and cluster subdivision regulations. Additionally, the report advised considering programs for home repair and accessibility modifications for older residents and establishing a housing coalition to foster collaboration. Zoning recommendations also included ensuring long-term viability of mixed-use developments, incorporating affordability incentives, and reviewing zoning in Four Corners and business/non-retail districts. Infrastructure considerations focused on evaluating capital and financial implications of roadway infrastructure through a pavement management system and similar studies for stormwater and sewer systems. Collaboration with Rochester Gas and Electric for reliable power supply was also emphasized.
Shadow Pines Southside Shared Use Trails Project Progressing on Schedule
Emma Oakes from Kostich Engineering provided an update on the Shadow Pines Southside Shared Use Trails project. The project is on track, with construction documents expected by fall. Site investigations including geotechnical work, wetland delineations, and vegetation assessments have been completed. A basis of design report has been issued, and the team is working on the 50% construction document set. Key elements include crushed stone trails (8-10 feet wide with lawn shoulders) for general use and natural surface trails (3 feet wide) primarily for biking and running. The parking lot orientation has been adjusted due to a buffer requirement from the dolomite quarry. The project aims to preserve the property's natural beauty while creating accessible trail systems.
Town Board Prioritizes 2027 Sidewalk Projects Amidst Budgetary Constraints
Mark Valentine from Planning and Engineering presented options for 2027 sidewalk projects, totaling approximately 1.5 miles and estimated at nearly $1.5 million. He noted that the costs provided are for 5-foot wide concrete sidewalks and do not include wider, double-width options, which would double the cost. The board needs to prioritize these projects due to budget constraints. The listed projects include sections on Atlantic to Saldo, Atlantic to Baird (higher cost due to creek crossings), Hatch Road, Penfield (infill piece), and Wayland Road. Funding sources, including developer 'in lieu' fees and special district funds, were discussed, along with available balances in sidewalk maintenance and new sidewalk accounts. Inquiries about state and county sidewalk grants were also mentioned.
Temporary No Parking Signs Approved for Independence Day Events
Resolution 26T-121 was approved to authorize the posting of temporary 'no parking' signs along specific streets for the town's Independence Day celebration, parade, and festivities at Harris Wieland Park. This measure is intended to ensure public safety and maintain accessibility for emergency vehicles during the event. The Director of Public Works is authorized to implement these signage postings.
