Planning and Engineering Addresses Drainage, Sidewalks, and Climate Action Plan Progress
Mark Valentine from Planning and Engineering reported on ongoing activities including addressing drainage concerns due to recent rain, conducting construction site inspections for stormwater compliance, and completing the Willow Pond dam inspection. A further evaluation of the dam is due to the 10-year anniversary of its last physical updates. Sidewalk projects on Plank Road are nearing completion, with kudos to Mike O'Connor for coordinating with Schutz and homeowners. Easement acquisition for the Nature Conservancy property on Jackson is underway. The 2026 sidewalk projects are wrapping up, with 2027 projects to be discussed later. The climate action plan is progressing, with work on the greenhouse gas inventory for facilities and vehicles, using Genie records to establish a baseline usage. The active transportation plan document is nearing completion and will be presented shortly.
Town to Utilize Remaining ARPA Funds for Playground, Senior Meal Program, and Youth Sports Equipment
The town has a remaining balance of $145,000 in Monroe County Youth and Senior congregate ARPA funding that needs to be spent. A resolution will be submitted for the July 1st legislative meeting to approve appropriations that are fully reimbursable. These include an estimated $121,000 for new playground equipment at Harris Whelan Park and $23,000 for commercial kitchen equipment (freezer and oven) for the senior meal program, and soccer equipment for youth recreation programming. This allocation is a change from previous plans, as funds initially designated for the Channing Filbrick bridge project were deemed ineligible by the county because they were intended for seniors and youth.
RKG Associates Proposes Zoning Reforms and Housing Strategies for Penfield
RKG Associates presented recommendations for zoning changes and housing strategies as part of the fiscal impact and housing market study. They suggest reviewing and revising zoning in strategic growth areas to potentially allow new uses, modify permitting processes, adjust dimensional requirements, and reconsider parking rules to encourage intensification where infrastructure exists. The report recommends periodic review of the mixed-use zoning district, possibly adjusting commercial components if leasing proves difficult. Strategies for housing diversification include making accessory dwelling units (ADUs) more accessible by potentially removing the family occupancy requirement, and introducing deed-restricted affordable units through an incentive overlay zone that trades density for affordability. The concept of 'missing middle' housing typologies (e.g., townhomes, small apartment buildings) is also proposed as a transition between single-family neighborhoods and commercial districts, requiring specific zoning changes. Additionally, the report suggests revisiting existing programs like Transfer of Development Rights (TDR) and cluster subdivisions to better protect open space and agricultural land, and exploring programs to assist homeowners with accessibility upgrades.
HR Department Addresses Staff Openings, Negotiations, and Training
Human Resources reported on active vacancies, including crossing guards for the upcoming school year, a highway laborer, a clerk position in the IT department, and a part-time DPW clerk. The department is conducting interviews for the DPW clerk and has seen successful internal promotions within DPW, highlighting the organization's career ladder. A night facilities laborer and another sewer laborer have been found and will go to resolution at the next meeting. Summer hiring is winding down. CSEA negotiations are set to begin in late July, and handbook updates are forthcoming. The department maintains an open-door policy for employee concerns. DPW will undergo live workplace violence training on August 5th.
Temporary 'No Parking' Signs Approved for Independence Day Events
Resolution 26T-121, authorizing the posting of temporary 'no parking' signs for the Independence Day celebration, parade, and festivities at Harris Wieland Park, was approved. The resolution aims to maintain public safety and ensure accessibility for emergency vehicles. Signs will be posted along specified streets, and the Director of Public Works is authorized to implement this.
