City Approves Contract for Backup Generator at Well #4
The City Council approved awarding a contract to Cummins for one backup power generator and one automatic switch for well number four. This is a necessary upgrade to ensure the city can provide water for at least 24 hours during a power outage, as required by Texas code. The project was part of last year's budget and addresses a state mandate for backup power during emergencies. The cost for the generator and switch is $835,062. The lead time for the generator, including its custom enclosure to mitigate noise, is estimated to be over a year.
Office Creek MCC Replacement Contract Approved
The City Council approved a contract with Gray Bar for the replacement of the right side Motor Control Center (MCC) at the Office Creek Pump Station. The existing MCC is approximately 45 years old and contains outdated technology that is becoming a fire hazard and difficult to maintain. This is the second phase of a two-phase replacement project, with the left side MCC replacement nearing completion. The contract amount is $939,889.74 and covers purchase, labor, and installation as a turnkey project. The lead time for the new equipment is approximately 30-36 weeks.
Office Creek Pump #3 Replacement Approved
The City Council approved a contract with Zone Industries LLC for the replacement of Office Creek pump number three. The existing pump, installed in the early 1980s, is nearing the end of its typical 50-year lifespan and is experiencing mechanical failures. The new pump will be compatible with a variable frequency drive (VFD), allowing for better flow management from 4,000 to 6,000 gallons per minute, which is an upgrade from the current constant flow system. The total cost for the pump replacement is $102,241.07.
City Council Declines to Increase Homestead Exemption This Year
The City Council discussed and considered approving an ordinance to amend Chapter 8, Section 8-15, concerning the Homestead Exemption. Currently set at 5%, the council debated whether to increase this exemption. However, due to current economic conditions, including decreased sales tax revenue and concerns about property tax income, the council decided not to increase the homestead exemption for this year. They emphasized their commitment to maintaining or decreasing the tax rate and prioritizing essential services like public safety, infrastructure, and wastewater management. The decision was made to take no action, leaving the exemption at its current rate.
