Council Discusses Memorial Walk Proposal Near Veterans Memorial Plaza

The council discussed a proposal for a memorial walk near the existing Veterans Memorial Plaza at Josie Ranch Lake. The Parks Board recommended a standardized approach with five granite monument locations along the Green Trail, each approximately five feet high on a concrete slab with lighting. Applicants would be responsible for all funding for the marker fabrication and installation, while the city would provide site prep, slabs, and electrical connections. The process involves an application, staff review for historical accuracy and site compatibility, MPAC review, and final council approval for each installation. The discussion also touched on potential cost ($35,000 per installation), the criteria for selecting campaigns or individuals to be honored, and the need for broader input from veteran organizations. Council expressed a need for more information and refinement of the criteria and costs before moving forward, with a majority voting to have staff further vet the proposal and report back.

MetroCrest Services Director Highlights Expanded Outreach and Wraparound Services in Carrollton

Gabe Madison, the new director of MetroCrest Services, presented an update on the organization's services and impact, particularly in Carrollton. MetroCrest served nearly 29,000 people in 2025, with 52% residing in Carrollton. The organization focuses on wraparound services addressing social determinants of health: housing, healthcare, education, workforce, and financial management. In Carrollton, they served almost 15,000 people, providing rent/utilities assistance, food assistance (almost 1.5 million pounds of food), financial education, workforce development, and senior services. Madison highlighted a shift towards deeper client engagement and an 'intentional care model,' proactively reaching out to clients. They are expanding partnerships, bringing more expert organizations on-site to create a one-stop shop. A 'Food Rx' program and 'Golden Groceries' for seniors were also mentioned. The organization is also working on rebranding to emphasize its comprehensive services beyond just food pantry and temporary financial aid.

DCTA Outlines A-Train Extension to Downtown Carrollton, Highlighting Funding Challenges

DCTA presented an update on the A-Train extension project, aiming to extend the train two miles from Trinity Mill Station into downtown Carrollton. This extension would provide a two-seat commuter rail ride from anywhere on the A-Train corridor to DFW Airport. Four concurrent tasks are underway: increasing train velocity through track configuration changes, analyzing concurrent operation with the shortline freight operator (DGNO), designing the downtown Carrollton extension for 60 mph operation, and designing for a future 15-minute frequency. Challenges include potential conflicts with DGNO operations, the need for a Positive Train Control (PTC) system if operating concurrently on the same track, and a significant funding gap ($21 million remaining even with grant applications). An alternative bus bridging system is being considered if funding for extended service hours or concurrent operations is insufficient. The project's estimated cost is $122 million, with applications submitted for $31 million in federal grants and $65 million committed by the region. The success of the project's timeline and construction start is dependent on securing funding.
