Successful 'Storm Lake Proud' Cleanup Disposes of 57 Tons of Waste; Program to Continue
The City Council discussed the success of the 'Storm Lake Proud' citywide cleanup program. The program, which sold tickets for residents to dispose of trash, appliances, and tires at the BB County Recycle Center, resulted in the disposal of 57 tons of material, including 186 TVs, 90 appliances, and 73 tires. The city sold 273 tickets and is planning to invoice six individuals who purchased tickets but resided outside city limits, as well as a landlord who exceeded program limits with renovation materials. The council recommended continuing the program, potentially extending its duration and start date.

Chief Cole advised that state law preempts many local regulations, limiting the city's authority to implement restrictions like helmet requirements or age limits without state legislative action. However, the city may regulate unsafe riding behaviors such as carrying passengers, using cell phones, stunt riding, operating without lights, and signaling. The council also considered prohibiting riding in specific areas like basketball courts, playgrounds, and sidewalks where they create safety concerns. The discussion highlighted concerns about enforcement and the need for state-level legislation for broader controls.
Scout Park Lift Station Project Faces $118,140 Cost Increase Due to Unforeseen Sewer Line Conflict
The City Council approved Change Order Number One for the wastewater infrastructure mitigation project at Scout Park Lift Station. This change order, amounting to an additional $118,140, is necessary to address an unforeseen conflict where an existing 8-inch sanitary sewer line parallels and directly conflicts with the planned alignment of the new 18-inch sanitary sewer force main. The change involves redirecting the 8-inch gravity line to avoid this conflict. The project remains on schedule with no added time. The cost increase is attributed to the unexpected horizontal and vertical geometry of the existing sewer line, which was not accurately reflected in city records.
