Westfield Urban Renewal Plan Updated, Tax Increment Released to Entities
The City Council approved the termination of the original Westfield Urban Renewal Plan from 2007. This action releases the tax increment generated from 2007 to the present back to all taxing entities. The council also adopted the 2026 Westfield Urban Renewal Plan, designating areas for urban renewal projects and establishing a new base for tax increment financing. This was followed by the adoption of an ordinance repealing the old plan and a new ordinance to collect a 1-cent sales tax within the 2026 urban renewal area for tax increment financing.
TJ Maxx Development Approved; Downtown Facade Grants Awarded
The City Council approved a development agreement with 30 Love LLC to bring TJ Maxx to the community. This agreement is designed to make the development fiscally possible. Additionally, the council approved the 2026 Downtown Facade Grant Program, awarding grants to five applicants totaling $72,388.10. One late applicant and one applicant outside the designated urban renewal area (Mansion House) were also considered, with the Mansion House approved due to its historical value and significant investment.
City Council Approves Insurance Renewal, Expects Significant Savings
The City Council reviewed and approved the fiscal year 2027 property, liability, and workers' compensation insurance renewal. The recommendation was to switch from Iowa Communities Assurance Pool (ICAP) to Employers Mutual Casualty Company (EMC) for liability and property coverage, while continuing with Iowa Municipal Workers Compensation Association (IMWCA) for workers' compensation. This change is projected to save the city over $83,400 annually and is well below the budgeted amount.
City Council Approves 4.5% Water Rate Increase
The City Council approved the second reading of the water rate ordinance, implementing a 4.5% increase. This increase is based on a 2025 water study indicating a series of projected rate increases. The ordinance also includes updated revenue and expense projections.
City Approves Electric Service Extension for Water Project, Payment of $17,178.50
The City Council approved a proposal from MidAmerican Energy for an electric service extension to the northwest pressure zone project, which includes a pump station and water tower. The proposal involves an advance payment of $17,178.50, subject to a one-time refund based on 12 months of actual revenue after the project becomes operational. The project has a completion date of December 31st, 2027.
