Rialto's 2025 Consumer Confidence Report Confirms Water Quality Meets Standards
The City Council received and filed the 2025 Consumer Confidence Report (CCR) for Rialto's drinking water. The CCR, mandated by the Safe Drinking Water Act, provides residents with information on water quality, sources, detected contaminants, and compliance with drinking water standards. The report indicates that Rialto's drinking water consistently meets or exceeds state and federal standards. Key data points included water sources (groundwater, Baseline Feeder, surface water), population served, number of connections, water line mileage, number of wells, reservoir capacity, and daily/annual production.
Cactus Trail Solar Lighting Project Approved to Enhance Safety
The City Council authorized a task order with Saint Francis Electric for the Cactus Trail Solar Light Project, in the amount of $729,782.74. This project will install 99 solar-powered LED light poles along the 1.5-mile trail to improve safety and extend usability during evening hours for pedestrians and bicyclists. The project is a partnership between the City and San Bernardino County, with the county providing up to $859,100 in funding through a Memorandum of Understanding approved in February 2026. Saint Francis Electric was the lowest responsible proposer. Council members expressed support for the much-needed lighting.
Rialto Adopts Regional Water Management and Shortage Contingency Plans
The City Council held a public hearing and adopted the 2025 Upper Santa Ana River Integrated Regional Urban Water Management Plan (UWMP) and the associated Water Shortage Contingency Plan (WSCP). These plans are required by the California Water Code and evaluate the region's water service reliability under various hydrological scenarios, demonstrating conservation efforts, and outlining actions to prevent or respond to water shortages. The regional plan, led by San Bernardino Valley Municipal Water District, provides cost savings. Concerns were raised about declining water levels in the Rialto-Colton basin and the status of artificial recharge efforts, with a commitment to prioritize resolution and protect the city's water rights.
Fire Station 2A1 Interior Improvement Project Approved Following Vehicle Collision Damage
The City Council approved a bid from Dependable Construction Inc. for the Fire Station 2A1 interior improvement project. The project is necessary due to significant damage caused by a vehicle collision on May 11, 2024, which affected the station's living and kitchen areas and the fire sprinkler system, resulting in water damage. The approved project includes structural repairs, interior reconstruction, and kitchen/living area improvements to restore full functionality. The bid of $1,160,417 came in below the engineer's estimate. The city is coordinating with its insurance carrier for reimbursement, with approximately $905,000 confirmed for interior repair work.
