City of Pryor Creek - Street Committee Meeting, June 23, 2026

Street Department Seeks to Replace Aging Skid Steer
The council discussed the purchase of a new skid steer for the Street Department, as the current 2008 model is experiencing hydraulic leaks and is not performing adequately, particularly with attachments like a jackhammer or mill machine. The department is looking to replace this aging equipment. They are considering purchasing a new skid steer, potentially utilizing a state-bid price through 'White Star'. The cost is estimated to be around $17,000 for an attachment, but the total cost for a new skid steer is unknown but possibly around $80,000. The city currently has two skid steers, with one being a 2008 model that is nearing the end of its useful life for certain functions. The discussion also touched upon other equipment needs, including a bucket truck and potential attachments like a brush cutter, but the skid steer replacement is the immediate priority.
Street Department Faces Hiring Challenges; Pay Scale Adjustment Considered
The council discussed the need to update the pay plan for the Street Department, citing difficulties in hiring and retaining qualified personnel due to uncompetitive starting wages. The current starting pay of $17/hour is significantly lower than the county's starting wage of $20/hour and road crew wage of $23/hour. To address this, the council is considering creating distinct 'Street A Operator' and 'Street B Operator' positions with differentiated pay scales. The immediate next step is to develop detailed job descriptions for these roles, which will then inform a revised pay scale. This is seen as crucial for attracting and retaining skilled workers who perform essential functions for the city.
Upcoming Infrastructure Projects Prioritize Drainage and Road Improvements
The council discussed the need for infrastructure improvements, including drainage and road repairs, for the upcoming fiscal year. Projects like Dog Pen Road, Northeast First Sidewalk, Brookfield Terrace drainage, and Bailey Street drainage were reviewed. Specific updates include: Dog Pen Road is undergoing soil sampling to determine the extent of necessary repairs, with cost being a significant factor. Northeast First Sidewalk has no new updates. Brookfield Terrace drainage requires engineering assessment and tree removal, with phased improvements planned. Bailey Street drainage involves working with a property owner for easement and fence replacement, with a long-term possibility of the city purchasing the property. The council also reviewed future projects focusing on buried drainage systems to address issues on Fifth Street, Ninth Street, and in the Irving area, aiming to improve road width and drainage capacity. Funding for these projects is expected to roll over from the previous fiscal year.
Proposal to Reroute Elliott and 29th Street Intersection to Ease Traffic Congestion
The council considered a proposal to redirect traffic at the intersection of Elliott and 29th Street to alleviate long-standing congestion issues, particularly during peak afternoon hours. The proposed solution involves removing the stop sign and the curve on Elliott, creating a through street. The only stop sign would be at the 'T' intersection of 510. This change is intended to eliminate bottlenecks that currently back up traffic significantly. The proposal includes temporary measures like detour signs and physical barriers, with a long-term plan for permanent modifications, possibly including guardrails. The resident's property adjacent to the intersection will have a driveway either created directly across from the mayor's current position or requiring a longer route via 29th Street. A motion was made and passed to recommend the proposed traffic redirection to the council.
