Jenks City Council Adopts Downtown Master Plan After Extensive Public Input and Consultant Review
The Jenks City Council reviewed and adopted the Jenks Downtown Master Plan. The plan, developed over approximately a year, involved input from consultants Beck Design, Hundon (for economic analysis), and Walter P. Moore (for parking and engineering). The process included market demand analysis, financial feasibility studies, and economic impact assessments. Public engagement involved eight open houses, stakeholder meetings, a 'block by block' demonstration, surveys, and feedback from merchants and residents. The public feedback indicated a 50/50 split on desired changes, with some wanting no change and others desiring significant transformation. Key areas addressed in the plan include parking strategies for Main Street, potential reallocation of parking spaces, development of West Gateway lots, and building types that allow for flexibility and growth. Renderings were presented showcasing potential street-level views, enhanced building frontages, modular street designs, and integrated parking solutions, including a potential parking garage. The plan emphasizes maintaining downtown Jenks' character while accommodating future growth and improving walkability, safety, and accessibility, particularly for disabled individuals, with a focus on ADA-compliant parking and crosswalks. The council clarified that adopting the master plan does not immediately implement specific changes but establishes a framework for future decisions and capital expenditures. The adoption is seen as a crucial step in modernizing downtown and addressing generational changes in community habits and infrastructure needs.
South Elm Street Widening Project Faces Significant Delays, Council Discusses Management and Public Communication
The City Council meeting included an extensive discussion regarding the ongoing South Elm Street widening project. Matt Bowler, representing the Chamber of Commerce and as a resident, voiced significant concerns about the project's management, duration, and the resulting disruption to businesses and residents, comparing it to past expansions. City Manager Robert Shrout provided an update, detailing the project's timeline, including its start in September 2020, acquisition completion in 2024, and utility relocation starting in 2020. Phase one construction began in January 2025 with a projected completion date of April 2026, which has been extended to February 2027 due to unforeseen issues, adding 303 calendar days. Key factors contributing to delays included numerous unknown conflicting underground utilities, particularly with AT&T fiber optic and copper lines, which significantly slowed progress. The project management team, Standard Engineering, was hired at the project's inception to oversee construction, process payments, and review schedules, but they cannot dictate the contractor's methods. Council members discussed factors affecting progress, such as AT&T utility conflicts which caused a four-month delay, and significant weather impacts including 90 documented rain days and an exceptionally wet April in 2025, along with 75-80 days of freezing temperatures. These combined delays, along with AT&T issues, account for the approximately 10-month schedule overrun. The council also discussed the status of Phase Two construction, which is yet to be determined with an anticipated start in July 2026, and the potential conflicts arising from simultaneous projects in the region, including ODOT's extensive PolCat Bridge project. Council members expressed concerns about rushing into Phase Two while Phase One is significantly behind schedule, emphasizing the need to communicate project status and manage public expectations. Discussions also touched upon contract terms, liquidated damages, and the possibility of incentives for early completion, with the consensus that incentives would increase costs. The council and staff acknowledged the public's frustration and committed to improving communication, including monthly project summaries on the city's webpage and social media.
Jenks Sees Decline in June Sales Tax Collections, but Year-to-Date Totals Increase
The City of Jenks reported June sales and use tax collection figures. Sales tax collections for June were 16% lower than the same month last year, contributing to a 9% increase in fiscal year-to-date sales tax collections. Use tax collections for June were 19% higher than last year, resulting in a 2.5% increase year-to-date. Overall, the total sales and use tax collection for June was 11% less than last year, but the fiscal year-to-date total increased by 7.65%.
Jenks Fire Department Pursues $27,000 Video Production Agreement with IAFC to Highlight Service Achievements
The Jenks City Council is considering an agreement with the International Association of Fire Chiefs (IAFC) for the production and distribution of a 5-minute thought leadership video. The video will highlight Jenks' strides in emergency services, including its new fire station, SAFER grant, in-house academy, and cultural changes within the fire department. The production cost is $27,000, which is considered standard for such projects. The city will own all footage, and the IAFC will handle marketing and distribution, including showing it on their YouTube channel and during the Fire Rescue International (FRI) conference.
