Higgins Helms LLC Receives $115,000 HIP 2.0 Incentive for Four New Homes on Warwick Street
The Ponca City Utility Authority considered and voted to approve a financial incentive in accordance with the HIP 2.0 program for Higgins Helms LLC. The incentive, totaling $115,000, is for the construction of four single-family speculative homes located at 102, 104, 106, and 108 Warwick Street in Ponca City. The developer, Charles Higgins, is a Tulsa builder with previous successful projects in Ponca City. The proposed lots were platted in 1977, have never been sold, and are considered an 'out parcel'. The project involves a minor subdivision to create four lots, with all utilities and infrastructure in place. The homes will be approximately 1,400 square feet, two-story with a one-car garage. The Ponca City Development Authority (PCDA) will fund half of the incentive ($57,500), with Higgins Helms LLC responsible for the remaining half. The construction is expected to take six months, with all four houses built simultaneously. The board approved the motion, with the item passing unanimously.
Ponca City Approves Application for $342,500 Small Cities CDBG Grant and Commits $1.17 Million in Local Match
The Ponca City Board of Commissioners considered and voted to approve submitting an application for the Small Cities Community Development Block Grant (CDBG) program for FY 2026 funding. The city has been allocated $342,500 for this two-year cycle, with funds designated for eligible activities benefiting low and moderate-income persons. The proposed allocation includes $14,000 for homebuyer assistance (up to $3,500 per household, anticipating eight families), $199,999 for the 14th Street Sewer Interceptor Rehabilitation Project to address significant structural deterioration and prevent future failure, and $128,501 for interim assistance and special services for low and moderate-income households, addressing emergency situations threatening health and safety. This grant request is expected to leverage over $1.5 million in total community investment through partnerships. The resolution also authorized the mayor or designee to execute all required documents. Separately, a resolution was approved obligating $1,167,469.70 in local matching funds to support the CDBG award and leverage the grant into over $1.5 million in community investment.
