Cleveland Street Widening Project Faces $260,000 Cost Overrun Due to Utility Conflicts

A discussion took place regarding a change order for the Cleveland Street Widening Project, specifically addressing a $260,000 cost overrun due to unexpected utility conflicts. The delays were caused by new fiber optic lines being installed in locations that conflicted with the project's planned utility relocation. The contractor is seeking compensation for downtime and equipment costs incurred during the period they were unable to work, from November 2024 to March 2025. ODOT has reviewed the claim and determined it to be fair according to contractual obligations. The city is considering options to recover these costs from the utility companies responsible for the relocation issues.

Traffic Calming Pilot Program Identifies No Initial Qualifying Streets, Trials to Proceed

A discussion was held regarding a pilot program for street traffic calming measures. The program aims to reduce speeding and heavy vehicle flows on residential streets. Several criteria were established for qualifying locations, including Average Daily Traffic (ADT) over 600, more than five speed-related accidents in three years, and specific speed thresholds. Three streets were evaluated: South Johnson (ADT ~1000, no speed accidents, 0.2% over speed limit), Meadowbrook Drive (ADT ~220, no speed accidents, 3% over speed limit), and Hillcrest (ADT ~400, no speed accidents, highest percentage over speed limit). None of these streets met all the initial criteria for physical traffic calming devices. However, to further study the issue, the plan includes increased police presence, upgraded signage with radar speed displays, and temporary rumble strips at these locations for a three-month trial period. Additional concerns were raised about Meadowbrook Drive's proximity to a school, leading to a push for further investigation despite not meeting initial criteria. Leona Mitchell Boulevard was also mentioned as a location with significant speeding issues on Saturday nights.

Legislative Update Highlights Municipal Finance, Infrastructure, and Safety Measures

Kurt Rogo provided an update on legislative matters, including several bills impacting municipalities. Key developments include the Common Sense Act allowing cities to round cash transactions, enhanced protections against doxing of municipal officials, and the establishment of a water and wastewater infrastructure investment program by the Oklahoma Water Board. Changes to municipal court fines aim to equalize penalties with state statutes, potentially increasing revenue. Legislation extending the Military Planning Commission and prohibiting foreign adversary acquisition of agricultural land near military installations was discussed. Economic development initiatives include increasing caps for the Oklahoma Economic Development Pool and extending the Rural Jobs Act tax credit program. Education efforts focus on revising the Strong Readers Act with AI-driven learning. State questions on the ballot include minimum wage tied to CPI, reimbursements for schools and local governments from tax exemptions, and voter ID requirements. Other topics covered were a proposed annual cap on property tax increases and a state question aiming to eliminate property taxes on owner-occupied homesteads, which is currently under litigation. Interim studies are planned on housing finance, water resources, construction plan review, and accessory dwelling units. An increase in transit funding by $6.9 million was noted, with opportunities for matching grants. A persistent issue with sewer line claims against municipalities, costing up to $225,000 per claim, was highlighted as a significant financial burden.

An update was provided on the downtown park development project. The design is currently 90% complete, with a proposal from the architect, Alabak, to finalize the design from 90% to 100%. The city plans to award a contract to Alabak in July to complete the design by early August. The bidding process is expected to take two to three months, with the award anticipated in September. Pre-construction work is scheduled to occur before the Christmas break, with a notice to proceed targeted for February 1st, and the project completion goal set before Christmas 2027. Groundwork by Jiffy Trip is underway and expected to be finished before Christmas this year, with city park groundwork also to be completed before the holidays.
