El Reno City Council Approves Conditional Use Permit for Sand Mining Operation

The City Council approved a resolution for a conditional use permit to allow mineral extraction (sand mining) on approximately 120 acres located at the northwest corner of North Banner Road and East Elm. The Planning Commission had unanimously recommended approval with specific conditions. These conditions include a road use agreement with route recommendations and bridge protection, defined operating hours (no Sundays, 8 a.m. to noon on Saturdays, and 8 a.m. to 5 p.m. Monday through Friday), and the submission of a final engineered reclamation plan. The applicant, Mike, confirmed the mining process will involve strip mining between seven and ten feet deep, without purging the water table, and draining back into Six O'Clock Creek. The site is generally rural and considered compatible by staff. There were no comments in opposition. The bond amount is set by ordinance and does not exceed $300,000. The applicant has experience with similar operations and will also require a permit from the Department of Mines and DEEQ for storm water prevention.

El Reno City Council Approves Vehicle Lease Program with Enterprise Fleet Management

The City Council approved an agreement with Enterprise Fleet Management for a vehicle lease program. This program aims to improve fleet management efficiencies by transitioning the city's fleet from ownership to a leased program. The agreement establishes a master equity lease, which will lead to the replacement of older vehicles with newer ones. This initiative is expected to reduce the city's vehicle holding period from approximately 13.4 years to 4-5 years, leading to more efficient operations and potential cost savings through improved resale value. The program will initially focus on police and public works vehicles, with plans to gradually replace around 10-15 vehicles in the first year. Enterprise Fleet Management will assign a local client strategy manager to provide ongoing support and recommendations based on maintenance and fuel data. The agreement also includes provisions for upfitting police vehicles according to the city's specifications. The city's budget includes allocated funds for capital improvements to facilitate this transition. The agreement is compliant with state laws and debt limitations.

El Reno City Council Approves 'Rule of 80' Retirement Benefit

The El Reno City Council approved Ordinance 9415, which amends the employee retirement system's defined benefit plan to include a 'Rule of 80' for normal retirement age. This new rule allows employees to retire with a full, unreduced pension when their age plus years of service equals 80. This is an addition to the existing provisions of age 65 with five years of service, or age 62 with 25 years of service. The proposal adds an estimated annual cost increase of $61,033 to the plan, which is projected to be approximately a 1.5% increase in employer cost. The actuarial study indicates this change adds roughly 4.8% to the plan's liability, resulting in an estimated expense of $482,000 in July. This change is considered beneficial to employees and does not adversely affect anyone. It aims to put general service employees more on par with police and fire personnel regarding retirement options and acknowledges the physical demands of public works positions.

El Reno City Council Formalizes Fund Stabilization Reserve Ordinance

The El Reno City Council adopted Ordinance 9414, which formalizes the city's practice of maintaining a fund stabilization reserve. This ordinance clarifies how funds can be used for emergencies, stabilizations, and discretionary projects, with a goal to maintain the reserve at 35% of the budget. The ordinance specifies five formal reasons for utilizing these funds. Funds can be drawn upon for special expenditures, including opportunities for projects like the Caldwell building project at the airport or vehicle purchases, but any use requires council approval through budget amendments. This formalization aims to provide a clearer framework for managing the city's financial reserves.

El Reno City Council Adopts Updated Building Codes

The El Reno City Council adopted Ordinance 9412, which amends various building codes, including the residential, mechanical, electrical, plumbing, existing building, and fuel gas codes. This ordinance aligns the city's building codes with the minimum standards set by the Oklahoma Uniform Building Commission. The city's policy is to automatically adopt the state minimum codes to ensure compliance, with the option to exceed but not fall below. The update incorporates the 2024 International Code Council (ICC) codes and the National Electrical Code (NEC), acknowledging that the NEC operates on a different cycle. The ordinance also cleans up local amendments and verbiage to simplify future adoptions and avoid renumbering subsections.
