City Council Approves Sale of $5.8 Million in Debt for Capital and Utility Projects
The city council approved two resolutions related to the sale of debt to fund capital improvements and utility projects. Resolution 2606 authorized the sale of approximately $2.82 million in general obligation promissory notes (Series 2026A) for city capital projects, and Resolution 2607 authorized the sale of over $3 million in water and sewer system revenue bonds (Series 2026B). Brian Wemer from Ellis presented the details of the debt issuance, explaining the process of going to the capital securities market, taking bids from underwriters, and awarding based on the lowest true interest cost. He also discussed the impact on the debt service levy for taxpayers, noting that while initial increases are expected due to existing and new debt, the overall debt burden is projected to decrease in the future. The sale of these bonds is scheduled for August 11th.
Proposed Sidewalk Cafe Permit Changes Expand Eligibility and Location Flexibility
The council considered an amendment to Chapter 4.07 of the municipal code regarding sidewalk cafe permits. The proposed changes, recommended by the planning commission and staff, aim to remove the restriction that only licensed restaurants can apply for these permits. Instead, the amendment would allow taverns and similar establishments that sell food, refreshments, or beverages to be eligible. Additionally, the ordinance language regarding the placement of cafes would be broadened to allow for options beyond directly adjacent to the establishment, offering more flexibility for businesses. The Police Department noted ongoing concerns about enforcement but agreed to monitor the situation and report back.
City Amends Signage Ordinances to Comply with Supreme Court Ruling
The city council approved amendments to Chapter 11 (Zoning) and Chapter 25.05 (ET Zoning) concerning signage. These amendments are described as a 'housekeeping measure' and are necessary to comply with a US Supreme Court decision that prohibits regulating signage based on its content. The highlighted sections, which previously allowed for content-based regulation (e.g., political signage duration), were removed to ensure compliance with free speech principles.
City Maintains Strong General Obligation Debt Capacity Despite New Issuance
During the council meeting, there was a discussion about the city's general obligation debt capacity, presented by Brian Wemer. He highlighted that the city's general obligation debt limit is 5% of its total equalized value, which was approximately $50.2 million as of year-end 2025. At that time, the city was at about 56% of this limit. Even with the proposed new debt issue of $2.82 million, the city would still be able to decrease its general obligation debt capacity because principal payments on existing debt exceed the new borrowing amount. The city also has a self-restricted policy of 3.5% of equalized value, under which it was at 78% of that limit, leaving $8 million in residual capacity for emergency needs. The equalized value has seen a substantial contraction of $50 million between 2024 and 2025, primarily in the commercial category, a phenomenon observed in many communities post-COVID due to remote work and revaluation processes.
City Council Reviews 2027 Budget Process Schedule
The city council reviewed the proposed schedule for the 2027 budget process. Nicola presented the timeline, highlighting key dates for council meetings, work sessions, and the public hearing and adoption of the budget. Budget work sessions are scheduled for September 22nd (City Manager's budget presentation), October 13th (work session), October 20th (optional review), and October 27th (optional review). The public hearing and adoption are set for November 24th. Additionally, proposed dates for the Airport Commission and Water/Sewer Commission budget processes were provided.
