Contract Awarded for Asbury Carter and Cheney Traffic Signal Improvements

City Council Approves Development Agreement for New Health Facilities at 455 East 15th Street

The Mayor abstained from voting due to a potential conflict of interest as his wife works for Crescent Community Health Center, which is understood to be the intended recipient of the facility. The motion to approve passed with six ayes and one abstention.
North Schmidt Island Collection System Project Awarded Despite Significant Cost Overrun
The City Council approved awarding the North Schmidt Island collection system project, contract number two, to Chickfry Excavation Company for $225,133.80. This amount is 45% above the estimate of probable cost. The City Engineer explained that the higher cost was due to the tight timetable required for the contractor to complete the work before the first festival, increased construction costs, and substantial material price hikes over the past few years. The availability of contractors and materials also played a role. Despite the cost being over estimate, the two bids received were comparable, suggesting the price was the best achievable under the circumstances.
Off-Premise Sign Moratorium Adjusted to September 21st Deadline
The City Council considered extending the moratorium on off-premise sign regulations. Council Member Staver expressed concern that the moratorium, which would be extended until January 31, 2027, had already significantly impacted the industry and suggested exploring a faster timeline for updating sign regulations specifically. Planning Services Director Wally Wern explained that while the full update of the unified development code would take time, a specific portion related to billboard separation could be addressed more quickly, potentially by August. After discussion, the council amended the motion to set the moratorium deadline as September 21, 2026, to provide sufficient time while expediting the process. The motion to suspend readings and adopt the ordinance with the amended date passed unanimously.
Citizen Expresses Concerns Over Proposed Data Center's Environmental and Health Impacts
During public input, a concerned citizen expressed worries about a proposed data center coming into the Debuke area. She cited potential negative impacts on the environment, her home's property value, well water quality, and concerns about electricity currents. She shared personal experience of losing her husband to brain cancer and noted other cancer cases on her road, attributing concerns to existing power energy sources. She also raised issues about farmland impact, potential harm to cattle drinking from streams, and the overall quality of life, including the loss of natural beauty and quiet. She urged the city to consider these needs and concerns if the project is approached. Another resident echoed these concerns, emphasizing the trade-off between money (tax revenues) and good health, farmland preservation, clean air, water, and electricity, and quality of life. They urged accountability from data centers to protect what makes the county and city special.
