Bethel Green Acre Park Master Plan Approved by Park Board
JT Engineering Inc. presented the final Bethel Green Acre Park Master Plan, scheduled for improvement in 2027. The plan incorporates feedback from the Park Board, Village staff, community organizations, and a public meeting. The park, originally built in the 1980s, currently has a basketball court, picnic shelter, playground, and open green space but suffers from persistent stormwater issues. The master plan addresses stormwater challenges by retaining a mowed lawn and installing an improved drainage corridor. The west side will feature a natural prairie with native plants to reduce stormwater impact. The design includes two plaza areas with a restroom pavilion (circular design, rustic wood paneling, child-size toilet) and a combined basketball/futsal court, both with picnic tables and seating. Community feedback favored a more natural, less structured playground with climbing opportunities (natural and man-made elements) and smaller play areas with sandboxes and swings. A space for an outdoor classroom is also included. The estimated project cost is just under $1.6 million, exceeding the allocated $1.5 million budget. The Park Board approved the master plan by a three-to-two vote, with two members voting against due to cost concerns. JT Engineering will now develop a detailed design plan for further board approval.
Village Board Declines Support for Splash Pad Project, Future Uncertain
The Oregon School District and Oregon-Brooklyn Optimist Club requested financial support from the Village Board for their community splash pad project, which faces a funding gap of $217,000. The project, initiated in 2015, has already received $300,000 from the school district and a grant from the Wisconsin DNR, with the grant expiring in 2027. To reduce the immediate funding need, leaders are considering a flow-through water system design, which would lower construction costs but significantly increase annual operating expenses and be less environmentally sustainable compared to the original recirculation system. The Village Board expressed that they could not legally or feasibly provide municipal water to reduce costs and showed no support for a direct financial contribution, citing village needs for staff and employee compensation. The future of the splash pad is now in doubt. The school district plans to formally discuss next steps and funding strategies, including community education funds, at their July 13th meeting.
Police Staffing and Organization Study Presented to Village Board
MGT Impact Solutions presented a study on the Oregon Police Department's staffing and organizational structure. The study found the department to be professional and dedicated, with declining calls for service and crime rates. However, it identified areas for improvement, recommending an increase in minimum shift staffing to three personnel (two officers and one supervisor) over a 16-year phased plan, adding five officers in the first five years and four more in the remaining years to reach a total of 30 sworn officers. The plan also includes promoting three sergeants to improve leadership and retention. The study recommended filling a vacant detective position to restore investigative capacity and reassigning School Resource Officer (SRO) duties to another officer, with plans to add a second SRO position by 2034. The Village Board was generally receptive to the findings but took no official action.
