Alders Discuss Budget Engagement, Media Relations, and Improving Council Communication

The meeting included discussions on various governance and communication topics for Alders. Topics covered included feedback on budget engagement events, with Alders noting improvements in format, less tension, and better distribution of speaking roles. Alders also discussed their 'learning pods,' focusing on topics like media relations and real estate development, and planned future training. Updates were provided on internal council processes, including alder expense account guidance, use of the Employee Assistance Program (EAP), and strategies for effective auto-reply messages for alder email communications. A significant discussion point was the web feedback form on city web pages; while some Alders found value in the anonymous feedback, others expressed frustration due to the lack of contact information for follow-up. The Chief of Staff is working to improve this process. Project updates included the Aspire intern program and the public comment upload process. Future agenda items for the Common Council Executive Committee (CCEC) were identified, including youth engagement, common council support, development applications, and TIFF financing.

City of Madison Enhances Language Access Through Community Connectors Program

The City of Madison's Department of Civil Rights presented an update on its language access program, highlighting the innovative 'bilingual community connectors' model. This program aims to create meaningful access to city services and information for residents with limited English proficiency, going beyond simple translation to facilitate genuine engagement in public decision-making. The presentation detailed the work of connectors in Spanish, Hmong, and Chinese communities, utilizing platforms like radio shows, social media, and community partnerships to reach over a thousand residents. Success stories included improving public transit access for Hmong elders and facilitating communication with Spanish-speaking residents in mobile home parks. The department also emphasized the importance of culturally relevant engagement and suggested alternative online survey methods to accommodate community members facing barriers like childcare or safety concerns. Alders were encouraged to collaborate early with connectors for meaningful engagement design.

Goodman Pool Implements New Waiver Policy and Enhances Youth Engagement Efforts

The Madison Parks Division provided updates on the Goodman Pool, focusing on rule changes, youth engagement, and staffing. To address increasing behavioral challenges observed in previous summers, the division convened stakeholders, leading to the introduction of a pool monitor program and a rule change requiring supervision for youth aged 11-15 by an adult (18+) or a signed waiver. This supplemented an existing rule for children aged 10 and older. For the current season (2026), individuals must sign up for an account via RecTrack software and sign a waiver, which outlines pool rules and acknowledges expectations. A photo is also required for safety and contact purposes. The scholarship program was remodeled to align with a new 'qualifying discounts program' for equitable distribution of funds. Over 3,100 waivers have been completed. The presentation also detailed youth engagement efforts, including relationship building, structured activities outside the pool, and capturing youth voices. The division is also focusing on coalition building by collaborating with various community partners. A new initiative, 'Summer Nights at Wright,' is launching to provide structured activities for youth in an underserved area. Additionally, volunteer opportunities for 'Ride the Drive' and 'Parks Alive' were promoted.
