This grant, secured in partnership with Jefferson County, will fund outreach efforts to educate residents about the lead service line replacement project, promote water quality awareness, and reduce health risks. Funds are designated for eligible costs between May 16, 2026, and May 15, 2028, covering the development and distribution of communication materials. The city manager was authorized to sign the acceptance letter.
Extraterritorial Survey Map Approved for Property on County Road K
The city council approved an extraterritorial certified survey map (CSM) for the property located at N3628 County Road K (CSM 2026-06). The CSM combines two existing parcels into a single lot, anticipated for the construction of an additional accessory building. The property is within 1.5 miles of the city limits and required review and approval by the Plan Commission and City Council. The county has issued a conditional use permit for the building. A minor note on the CSM indicates the lot extends into the public right-of-way, but the county will not pursue roadway dedication due to state statutes. City staff and the Plan Commission recommended approval, including waiving the dedication of the public right-of-way as required by city ordinance.
Biosolids Facility Plan Identifies Equipment Needs, Recommends Status Quo for Land Application
A biosolids facility plan for the wastewater treatment plant was presented, focusing on the condition assessment of existing equipment. The study found that while current capacity is sufficient for projected flows over the next 20 years, many biosolids handling and treatment components are aged and require rehabilitation or replacement. The report evaluated three end-use alternatives (status quo, enhanced dewatering, thermal drying) but recommended continuing with the current 'status quo' land application method due to its efficiency and cost-effectiveness. The primary recommendation is to address the identified deficiencies in equipment over the next several years through a phased implementation plan. Funds previously allocated for solar projects will be used to address some of these prioritized equipment replacements.
Airport Barn Roof and Siding Replacement Approved for $46,324 Using CARES Act Funds
The city council approved a proposal from Midwest Roofing and Construction to replace the roof and siding on the Fort Atkinson Municipal Airport barn. The project will cost no more than $46,324 and is to be completed in 2026, utilizing CARES Act funds. Three bids were received for the roof replacement: Smith Roofing ($56,300), Reland Suns ($38,456.30), and Midwest Roofing and Construction ($23,660). After clarifying pricing and warranties with Midwest Roofing, they were also asked to bid on siding and fascia. The approved cost includes both roof and siding replacements. The barn, currently not viable for storage due to its condition, would become available for private leasing after repairs.
