City Council Approves Updated Strategic Goals Resolution
The council discussed and approved a resolution updating the city's strategic goals, following a visioning session held on March 14th, 2026. The approved resolution is intended to guide the city through the current budgeting cycle and into the next strategic planning phase. Further comprehensive planning and community satisfaction surveys will inform future strategic planning.
Council Requests Expedited Discussion on Flock Cameras and Ethics Committee Governance
Council members Gavin Keller and Steven Sume requested that the discussion on Flock cameras be moved to the next meeting (July 21st) due to growing community concern and other cities canceling similar contracts. They specifically requested the focus be on non-renewal, deactivation, removal, and alternatives. Mike Smith supported this discussion. Council member Warren also requested a discussion on committee appointment frequency and resignations, as well as a review of the ethics committee ordinance to prevent members from serving on multiple committees simultaneously, addressing quorum issues.
Community Survey Draft Revised with Question Cuts and Wording Changes
The council discussed revisions to a draft community survey. They agreed to cut several questions to shorten the survey, with suggestions from staff including removing questions about recycling changes, collapsing sub-questions for shared ride taxi, removing a question about preferred communication channels, and removing a question about special events attendance. However, they decided to keep the open-ended question about barriers to civic participation (Question 5a). Additionally, they debated and finalized wording for housing-related questions, changing 'affordable workforce housing' to 'small lot housing for low and moderate income households' and adding a separate question for 'affordable housing for low and moderate income households'.
Letter of Intent Approved for Commercial Development at 1127 East Bluff Road
The council considered a letter of intent from Anderson Ashton, a commercial development firm, for a 7.2-acre city-owned property located at 1127 East Bluff Road. The proposal includes a 12,000 sq ft building for an early childhood education/child care project (potentially serving 150 additional children) and a new 30,000 sq ft building for a Piggly Wiggly grocery store. This project aims to meet needs for both child care and grocery services, especially on the east side of town, and would unlock a $10 million endowment donation. The property would be placed on the tax rolls, and Anderson Ashton would retain ownership as the developer. This is the first step, with subsequent steps including negotiating a development agreement and property conveyance.
City Council Approves Language Cleanup Ordinance on First Reading
The council passed an ordinance (ORD 13-2026) on first reading that cleans up language within the city ordinances. Specifically, it corrects an error where a relevant ordinance was misplaced, moving it to its appropriate location without changing the actual process or procedure.
