New Mat Contract Saves Village $173 Monthly
The village board approved a new contract with Unifirst for floor mats for the village hall and police department. The previous contract cost $271 per month, while the new contract with Unifirst is $93.83 per month. Service will be provided monthly and personnel will be escorted during service.
Ordinance Introduced to Address Lead Water Service Line Replacements
The village board held the first reading of an ordinance (06226) to regulate lead water service line replacement. This ordinance aligns with federal EPA regulations (Lead and Copper Rule) requiring private homeowners to replace lead service lines from the curb stop to their homes, even though this portion is private property. The village has identified 11 lead services, all on the private side. The ordinance will provide the village with the authority to address these replacements, with potential costs of approximately $15,000 per homeowner, totaling around $175,000 for all 11 properties. A map showing the locations of these lead services is available on the village website. This is the first of three required readings.
Ordinance to Regulate E-Bikes and Scooters Introduced, Safety Concerns Discussed

The ordinance incorporates state statutes defining classes of electric bicycles and includes throttle-propelled models. It does not cover electric motorcycles or mopeds, which are governed by state law. Discussions focused on safety concerns, including speed, potential helmet requirements for minors, sidewalk usage, and the need for consistent regulations across neighboring municipalities. The board is considering whether to include mandatory helmet use for underage riders and how to enforce such regulations. The ordinance allows for designated prohibited areas and can be amended by resolution as new issues arise.
St. Charles Fall Fest Application Approved for September 2026
The board approved the special event application for the St. Charles Fall Fest, scheduled for September 11th through 13th, 2026. This annual event requires a temporary Class B retailer's license, which was also approved. The event details, including parking and temporary bar arrangements, remain consistent with previous years, as the organizer, Brianna Thompson, is returning to basics due to personal circumstances.
