City Authorizes Purchase of New Dump Truck to Save Costs

The Public Works Director was authorized to purchase one International HV507 STA dump truck with plow and wing attachments for $297,906, utilizing funds from the 2027 Capital Improvement Program. This purchase allows the city to secure a 2026 model year truck at a cost saving of approximately $35,000 compared to waiting for a 2027 model year, which includes a federally mandated emissions upgrade. The truck is expected to be delivered for the winter of 2027. The city is replacing trucks that are up to 20-21 years old, with some having costly mechanical issues. The current trade-in value for older trucks is estimated between $7,000-$10,000.

Support Expressed for Industrial Park Development, Innovation Way Extension, and New TID

The council heard from Craig Zeller, representing the Hartford Area Development Corporation, who spoke in support of two resolutions: Resolution 3784 for the extension of Innovation Way and Resolution 3786 for the creation of Tax Incremental District (TID) 14. Zeller stated that the Innovation Way extension is essential for the development of the industrial park, particularly for a pending land sale to GDJS and an upcoming residential development. He explained that TID 14 would help fund the Innovation Way expansion and future industrial park development. Both resolutions were subsequently approved by the council.

City Council Considers Zoning Amendments for Mobile Food, Contractor Yards, and Outdoor Dining

The council discussed amending the city's zoning code regarding mobile food establishments, contractor yards, and outdoor food and beverage services. For mobile food establishments, the amendment aimed to clarify proximity rules to existing restaurants and to ensure required approvals for operation on city property. For contractor yards, the change sought to permit them by right within M1 light industrial districts, streamlining the process for small contractors. For outdoor food and beverage services, the amendment aimed to allow these as an accessory use by right in B3 General Business and CC3 Downtown Core districts, making it easier for businesses to offer outdoor seating.

Annual Liquor and Tobacco License Renewals Approved; Whiskey Wednesdays Receives Conditional Renewal

The Finance and Personnel Committee unanimously approved the annual renewal of Class A, Class B, and Class C fermented malt beverage and intoxicating liquor licenses for the period of July 1st, 2026, through June 30th, 2027. All applicants completed necessary forms, paid fees, and passed background checks. Notably, Whiskey Wednesdays received a conditional renewal tied to a 10-day suspension due to an incident in January 2026. Mavericks will not be renewing its Class B license, but the building owner has applied for a new license. A new Class B beer and Class C wine application from Tochi at Hartford was also noted. Separately, cigarette and tobacco, and weights and measures licenses were also unanimously approved for renewal, with Swing Anytime not renewing its cigarette and tobacco license.

He highlighted the need for a countywide EMS system, emphasizing that the county would not directly operate services but would partner with municipalities. Sager discussed challenges such as a declining volunteer base and increasing costs, noting that the county has provided grants to departments. He outlined the collaborative process involving elected officials, administrators, and fire chiefs to develop a framework for a countywide EMS system, stressing the importance of shared services and the need for the county to exceed levy limits to support these essential services. He also acknowledged Hartford's exceptional EMS services.
