City Commission Advances Three Candidates for City Clerk Treasurer Role, Eyes Treasurer-Focused Position
The City Commission approved Option Two for the hiring process of a City Clerk Treasurer, selecting three candidates for interviews: Mr. Anderson, Ms. Glaze, and Ms. Wleski. They also authorized a new requisition with a focus solely on financial/treasurer duties (potentially CFO or Comptroller) and transparency with the selected candidates about the potential role change due to a charter review committee's recommendation. The commission voted to proceed with interviewing these three candidates and to keep the new requisition open. Ms. Wleski appeared on all five commissioners' selection lists.
City Manager Authorized to Support Snorkeling Reef Project Permitting
The City Commission granted authority to the City Manager to work with Destination Panama City's President/CEO, Ms. Vigil, regarding permit needs and potential waiver letters for the destination snorkeling reef project. The city, as the technical owner of the marina area, needs to support the project's progression.
Vacancy on Municipal Police Officers Pension Fund Board Announced

The previous member resigned, and the term ends October 12, 2027. The board is responsible for the fund's investment and administration. The commission appoints two members who must reside in the city; the police department elects two members; and the fifth member is appointed by the board and confirmed by the commission. Applications are available on the city's website.
Cost-Plus Contract Approved for St. Andrews Marina Bulkhead Reconstruction
The City Commission approved the cost-plus contract for the upland reconstruction of the St. Andrews Marina bulkheads, authorizing R.J. Gorman Contracting to perform the work. The contract, attached to a lease agreement from two years prior, includes provisions for competitive solicitations for subcontractors and materials, labor cost indexing, and rental rates based on a blue book reference. The estimated cost for the bulkhead project is approximately $17.68 million, including a contractor's fee. The city is responsible for paying for the bulkhead reconstruction, while the lessee handles wet slip construction.
City Approves $23 Million Loan Amendment for Marina Improvements
The City Commission approved Resolution 202623.4, authorizing the first amendment to the Capital Improvement Revenue Refunding Note Series 2025. This amendment increases the total loan amount to not exceed $23 million, an increase from the initial $5 million for marina slips and bulkhead repairs. The funds are non-reimbursable, necessitating the amendment to allow for the use of loan proceeds for bulkhead repairs at St. Andrews Marina, with the cost estimate revised from $12.9 million to approximately $17 million.
