City Supports Back-to-School Initiative; Resident Raises Stray Dog Concerns; Sewage Project Updates Given
The city is undertaking several community initiatives and addressing resident concerns. The Carver Hill Memorial and Historical Society, in conjunction with the Okaloosa County School District, requested the use of Warriors Hall for their 'Education Matters for Success' back-to-school initiative on August 3rd. This event aims to provide youth with school supplies and information. The council expressed support for partnering with the event as a sponsor, as it is free to the public and provides valuable resources. A resident, Angonetta Patterson, raised concerns about stray dogs in her neighborhood on Benjamin Street, stating they are becoming more aggressive and that Animal Control has not adequately addressed the issue. The City Manager committed to investigating the matter further with Animal Control. Discussions also included the ongoing city sewage project, with efforts to start construction before the end of the fiscal year (October 1st).
City Council Approves Comprehensive Plan Amendments, Rezoning, and Annexation for Commercial and Mixed-Use Developments
The City Council approved two ordinances on their second reading: Ordinance 2021, amending the comprehensive plan to change the future land use designation from residential to commercial on a property on Antioch Road, and Ordinance 2022, rezoning that same portion of the property from R2 to C2. The property is currently vacant, and the changes are to accommodate future commercial development. Additionally, Ordinance 2023, which annexes approximately 1.36 acres at 4780 Live Oak Church Road into the city, was approved. This was followed by the approval of Ordinance 2024, amending the comprehensive plan for this annexed property from Okaloosa County mixed-use to mixed-use, and Ordinance 2025, rezoning the property from Okaloosa County mixed-use to mixed-use MU zoning district. The Planning and Development Board recommended approval for all these requests, and public hearing notices were met.
Recreation Center Updates, Pool Fees Approved; Citizens Academy Praised; Flood Response Commended
The City Council discussed and approved actions related to recreational facilities and community programs. They heard updates on the Crestview Recreation Center, noting the indoor pickleball courts and air-conditioned gym. The Citizens Academy was praised for its effectiveness in educating residents about city operations, with attendees highlighting it as the best they've experienced. The pool fees were approved to support operational costs. The fire department and city staff were commended for their response to recent flooding, providing assistance and setting up a temporary shelter, demonstrating a commitment to community well-being beyond city limits. Discussions also touched on the upcoming summer camp at Allen Park and the 4th of July event.
City Accepts Bypass Parcel Return; Data Center Ordinance and Budget Workshop Discussed
The City Council accepted the return of bypass parcel E from Okaloosa County. This property was used as a laydown yard during the bypass project construction and is now being returned to the city sooner than the initially agreed-upon 365 days. The parcel is being considered by the federal government for a child development center. The city discussed the condition of the parcel, noting construction debris, and received assurances from the county that it will be cleared by the contractors. The council also discussed a potential ordinance banning data centers within city limits, with a draft ordinance being reviewed by the city attorney and expected to be presented at a future meeting. They also confirmed the July 15th date for the annual budget workshop and special meeting, which will be held in the council chambers.
