Downtown Development Agreement Includes Performance-Based Incentives for New Restaurant
The city is moving forward with a development agreement for a downtown project that includes a new restaurant. The project, associated with the LRDA, has an estimated cost of $3 million, with $1.1 million allocated for the restaurant facility. The city is considering a Section 772 agreement, requesting $330,000 from the city over 10 years, capped at $33,000 annually. This agreement is performance-based, contingent on sales tax generated by the restaurant, with the revenue split between the city and the developer. An economic analysis projects over 40 new jobs (part-time, averaging $29,000/year), a $3.5 million increase in local GDP, and $5.1 million in local economy output. Commissioners noted that historically, recipients of such agreements have not met the revenue thresholds. The city manager confirmed that no previous agreements have met the annual or 10-year cap.
Samuel P. Crawford Honored for Decades of Public Service
Samuel P. Crawford was honored for his extensive public service career with a proclamation of "Samuel P. Crawford Day" on June 30, 2026, and received a key to the city. Mayor Mark read the proclamation, detailing Crawford's significant contributions. He served in the Dothan Fire Department from 1978 to 2006, becoming the city's first African-American Fire Chief and president of the Alabama State Fire Chiefs Association. Post-retirement, he became the first African-American president and CEO of the Dothan Housing Authority, providing leadership for affordable housing initiatives. His legacy includes the renaming of Henry Green Apartments to Samuel P. Crawford Village and induction into Akran High East High School's Hall of Fame. He is also a co-founder and president of Genesis Housing and Development Corporation, working on neighborhood and elderly housing improvements, and has supported education through the Crawford Footstep scholarship. Crawford expressed gratitude and discussed his upcoming retirement, reflecting on his career as discovering new oceans beyond the shore.
Dothan Proclaims Week of Prayer, August 16-22, 2026
The city of Dothan officially proclaimed the week of August 16th through the 22nd, 2026, as a "Week of Prayer." This initiative, which has been organized by local pastors and churches, aims to bring residents together for spiritual reflection and to seek blessings and transformation for the city. The proclamation was read by Mayor Mark, with pastors Ralph and Joel Seagler present. This is the second year for the event, with Ozark joining this year, and organizers hope for increased participation compared to the previous year's thousands of participants. The week will involve prayer for various aspects of the city including families, government, public services, schools, and businesses, with a prayer guide available online. The initiative is rooted in the community's faith-based identity and aims to invoke positive outcomes through collective prayer.
City Proposes Revisions to Citizen Participation Plan for HUD Compliance and Modernization
The city is proposing revisions to its Citizen Participation Plan to maintain compliance with HUD requirements, modernize public notice procedures, add a Section 108 provision for future loan possibilities, and increase administrative flexibility. Key revisions include expanded public notification methods (social media, city website, library postings, in addition to newspapers), enhanced flexibility for public meetings, and updated participation requirements and timelines, including a longer notice period for public comment periods. While the public comment period remains 30 days, a 14-day notice of its upcoming commencement is now required. The city received no public comments during the review period from May 17th to June 15th. Staff recommends approval to ensure effective administration and HUD compliance. One public commenter, however, raised a past issue concerning Sam Crawford's alleged mistreatment of an individual with mental health issues, suggesting a need for accountability.
Dothan Police Department's Efforts in Community Safety Highlighted
The city commission acknowledged the Dothan Police Department's efforts in progressing the department and enhancing community safety, particularly mentioning Chief Will Benny and Major Glover. Commissioner Kurtson praised their work in making the community safer and highlighted a tour of the new "real live crime center," which is expected to deter and reduce crime. Commissioner Stock echoed these sentiments, emphasizing the ability to police effectively without being invasive while keeping officers safe. Commissioner Cooper also commended the DPD's professionalism in responding to and solving crimes quickly, serving as a deterrent and assuring citizens that criminals will be caught. The DPD is also working on issues such as stray dogs and bites, as mentioned by Commissioner Cooper.
