The foundation offers both community events and school partnerships, including leadership and entrepreneurship training, and university support. Tavon Tony expressed a personal connection to helping every city and youth, and specifically felt called to reach out to Painesville.
Council Approves Grant Applications for Law Enforcement Body Armor, Fire Department Equipment, and Battery Storage System
The council considered and approved three resolutions related to grant applications and funding. Resolution #2 authorized the city manager to apply for and accept an Ohio law enforcement body armor program grant. Chief of Police stated the state offered reimbursement for body armor and the application was already submitted and awarded, with an estimated value of $15,000. Council voted to waive second and third readings to accept the funds. Resolution #3 authorized the city manager to apply for and accept funding from the Federal Emergency Management Agency (FEMA) FY 2025 Assistance to Firefighters Grant (AFG) for cardiac monitors, AEDs, and ancillary equipment. The grant is open until Friday, with a deadline for application. The total award would be just under $300,000 for three new cardiac monitors and seven new AEDs, with a required 10% match of approximately $27,000, to be covered by a budget adjustment from the fire levy funds. The council moved to suspend readings and adopt the resolution to meet the grant deadline. Additionally, the City Manager reported on Friday entering into contracts with Convergence Energy for a 20-megawatt Tesla battery system, costing approximately $29 million, covered by a CPRG grant. An additional contract with Convergence will require issuing approximately $9 million in bonds, which will be presented at the next meeting. The first contract includes battery engineering and design.
Utility Committee Discusses Industrial Transformer Policy and Updates on Solar and Battery Storage Development
The Utility Committee met and discussed the need for a policy regarding the supply of industrial transformers. Doug Lewis noted that Avery Dennison, the largest employer in Painesville, requested a new transformer. Scenarios discussed included industrial customers paying full cost, Painesville supplying transformers, and splitting costs. The city has a $300,000 budget for transformers, with Avery Dennison's request estimated at $130,000. The committee also considered whether Avery Dennison's request should be handled separately from a general industrial transformer policy. A follow-up action is to investigate how other companies handle industrial transformers. Separately, an update on solar development was provided by Joe Price, who stated the city is working on site control with West Creek Conservancy and will perform a geotechnical evaluation to ensure site usability for over 30 years. The foundry is designing the placement of solar panels. Price also mentioned that Convergence Energy was selected from an RFP response for a BESS (Battery Energy Storage System), with contract negotiations approved by council. The city is certifying funds for the BESS contract and seeking bond approval.
Planning Commission Tables Demolition Request for 225 Menner Avenue
The Planning Commission met on July 11th, 2026, and considered an application from Extended Housing to demolish a structure at 225 Menner Avenue. This item had been tabled from the previous meeting. The commission voted three to zero, with one abstention (Mr. Rossborough), to leave the item on the table.
