Euclid Renews Electric Aggregation Program for Price Stability
The Euclid City Council approved an emergency ordinance to renew a governmental electric aggregation program with an opt-out provision. This program allows the city to enter into a 25-month supply agreement with Dynerge Energy Services to provide price stability for residents and small businesses. The current rate is set at 0.0970 cents per kilowatt hour, which is a slight increase from when the legislation was initially prepared. The city has successfully used independent energy consultants like IEC for several years, achieving cumulative savings of nearly $8 million compared to NOPEC since 2018. Residents will be notified via mail and have a 21-day opt-out period, with a final seven-day notice from the utility company.
Euclid Extends Moratorium on Adult-Use Cannabis Applications
The Euclid City Council adopted an emergency ordinance renewing a moratorium on applications for zoning approvals, building permits, and certificates of occupancy related to adult-use cannabis. This six-month extension, until November 2026, allows the administration time to review changes from Senate Bill 56, which becomes effective March 20th, 2026, and to develop potential zoning code amendments and fee structures. The city currently addresses medical use facilities but not adult-use facilities. This moratorium is expected to be the last, as the issue will be on the ballot in November.
Euclid Renews Grant Writing and Advocacy Contract with Macaulay and Company
The Euclid City Council approved an emergency ordinance to renew a one-year professional services agreement with Macaulay and Company for grant writing and government relations services. The contract amount is not to exceed $102,000 for the term of March 1st, 2026, through February 28th, 2027. This is an increase from previous years, which the administration negotiated down from the company's initial proposal. Macaulay and Company has been instrumental in securing grants, with over $1 million awarded, over $2.2 million pending, and has made the city more aware of grant opportunities. Council members expressed strong support for the continued partnership, citing its effectiveness and the company's responsiveness.
Euclid Extends Moratorium on Vape Shop Applications
The Euclid City Council approved an emergency ordinance to renew a six-month moratorium on accepting applications for and granting zoning approvals, building permits, and certificates of occupancy related to the distribution and sale of vaping and e-cigarette products. This action aims to allow the city more time to study the effects of these products on citizens, particularly youth, and determine if regulations are warranted. While Senate Bill 56 includes some restrictions on hemp products, it does not substantially address vape shops, prompting the city to review this in conjunction with adult-use cannabis issues. The zoning commissioner is working on specific legislation for vape shops, which will be discussed with other business operations soon.
