City Approves $45,720 Contract for Tree Root Damaged Sidewalk Repairs

City Council Approves Special Use Permit and Variances for Zikron Asher Zelic
The city council considered a special use permit and seven variances for Zikron Asher Zelic (ZAZ), a house of assembly located at 4310 University Parkway. The proposed variances included a special use permit for conversion of a residence to a house of assembly in a U1 district, a variance for a lot less than 3 acres, lot frontage, front yard setback, sideyard setbacks, parking spaces, and parking in front of the building line. The council approved the permit and variances with several conditions, including vehicle entrance/exit points, designated fire lanes, a development agreement, and a maximum occupancy of 150 people. The decision followed extensive review by the planning commission and public comment periods.
City Amends CRA Ordinance to Close Tax Abatement Loophole for New Home Construction
The city council considered Ordinance 2026-54, an emergency ordinance to amend Ordinance 2018-33, which established the Community Reinvestment Area (CRA) program. The amendment aims to close a loophole where individuals demolishing existing homes and building new ones were not being appropriately assessed for the difference in tax value, only for the land. The ordinance clarifies that the tax abatement applies to improvements, not to the entire value of a newly constructed home on previously developed land. This change is intended to ensure fair tax assessment and prevent potential gaming of the system, requiring development agreements for new construction.
City Amends Vacant Building Ordinance to Require Responsible Maintenance Contact
Council approved Ordinance 2026-51 on second reading, amending Chapter 1475 of the city ordinances related to the notice of foreclosure actions and the registration of vacant buildings. The amendment expands the requirement for owners of vacant private properties to provide a responsible person for maintenance. This applies to vacant buildings, homes, parcels of land, and persons responsible for their upkeep, excluding properties undergoing construction, renovation, or seasonal vacancy. This change aims to improve the management and maintenance of vacant properties, similar to existing regulations for foreclosed homes.
Mayor Authorized to Apply for Community Development Block Grant Funding
The council considered Resolution 2026-55, authorizing the mayor to apply for Community Development Block Grant (CDBG) program funding. This resolution also authorizes the execution of necessary documents and contracts related to the grant application. Mayor Weiss discussed the importance of these grants and the ongoing work of the grant writer, Applebridge Consulting LLC, highlighting two significant grant applications with a high probability of success.
