This project addresses illicit discharges identified in 2022 from apartment buildings at 17200 Vanick and Boulevard and 3440 Avalon Road, which were found to be conveying sanitary flow to a combined sewer overflow (CSO). The project aims to eliminate this connection to the CSO. Phase one of the project, focused on study and design, was previously authorized, with the city contributing $238,750 for engineering services. The NEORSD grant will help fund the construction phase, which is estimated at $2.1 million. If successful, the city's contribution for Phase One would be reduced to $525,000 due to a favorable 75-25% funding split with NEORSD, as opposed to the typical 50% match. The Safety and Public Works Committee and the Finance Committee unanimously recommended approval. An emergency declaration is requested to meet the grant deadline.
