The city aims to improve sidewalk infrastructure where possible, acknowledging the significant cost involved.
City Procurement Procedures Updated to Align with State Law, Increasing Manager's Approval Threshold to $75,000
The Board of Commissioners introduced ordinances related to procurement procedures, aligning them with recent changes in state code. The ordinance updates and clarifies the city's procurement procedures, including changes to small purchase and bid advertising thresholds. It replaces fixed dollar references with statutory thresholds and clarifies the distinction between small purchase procedures and administrative award authority. The City Manager is authorized to approve and award contracts up to $75,000, while contracts exceeding this amount will require Board of Commissioners approval. This change aims to improve efficiency and timely project initiation.
Firefighters Union Contract Introduced with Wage Increases, Specialty Pay Boost, and Updated Language

This agreement will be effective from July 1, 2026, to June 30, 2029. Key changes include updated language on management rights and disciplinary actions, ending retiree life insurance for new participants, revising acting pay for captains, decreasing labor management meetings, modifying grievance procedures, and increasing specialty team pay from $40 to $50. City Authorizes Agreement with County PVA for 911 Parcel Fee Program Administration
The Board of Commissioners adopted a municipal order authorizing the mayor to execute a memorandum of understanding with the McCracken County Property Valuation Administrator (PVA) for services related to the city's 911 parcel fee program. The PVA will assist with the assessment, classification, calculation, and administration of the fee, including preparing a database of eligible parcels for property tax bills. The city will compensate the PVA at a rate of 4 cents per parcel within the city limits.
City to Allow Qualified Manufactured Homes in All Residential Zones, Updates Zoning Ordinances
The Board of Commissioners introduced an ordinance to amend the zoning ordinance regarding mobile home parks and qualified manufactured homes. This amendment aligns with House Bill 160, requiring qualified manufactured homes to be allowed in all residential zones. Performance standards have been established to ensure these homes are not treated differently from stick-built homes. The term 'mobile home parks' will be updated to 'land lease communities'. New homes must not be more than five years old and must face the street like other homes on the block. Restrictions are in place for historic districts, specifically mentioning the Southside area. The ordinance also addresses lot size requirements and performance standards for roof pitch and foundations for both qualified manufactured homes and stick-built homes in R1 and R2 zones.
