Fire Department Construction Nears Completion; Code Enforcement and Staffing Updates

The Fire Department is in the finishing stages of its construction project. Temporary rails are up on the patio area due to ongoing work on the flooring surface, which requires specific temperature and rain-free conditions. Several tradespeople (plumber, electrician, HVAC tech, elevator tech) have been in the building daily to address kinks. Codell Construction, Riley Architect, and the state building inspector met, with final project closeout expected in the next few weeks. Three long-serving employees, Chris Sexton (20 years), Eric Ray (20 years), and Brian Kendall, are retiring within the next few months. Call volumes are consistent, but long-distance transports are increasing, putting miles on trucks. The department is managing staffing issues related to these transports. William and Cold Motors in code enforcement are prioritizing tall grass removal, showing grace due to recent rain. The new GovWell system is being implemented for code enforcement inquiries. A new system is being developed to track business licenses, especially with increased construction. William will attend state fire school for inspector training. Two new food trucks have been permitted. Chief Chris Grace mentioned three permits issued for fireworks tents and the city's own fireworks display.

Police Department Updates, Safety Training, and Fireworks Ordinance

The Police Department has two cadets in the academy, halfway finished, and two additional applicants, McDaniel and Burnett, who have passed phase one testing and moved to phase two (background and polygraphs). The city has severed its relationship with its former building at Atlas Energy, acknowledging Atlas Energy as a great partner. Utilities have been transferred, and trash collection and mowing services at that location have been suspended. The department is working on a deflection specialist position, with an interlocal agreement for cost-sharing between the city and county to be considered. Active aggressor training will be conducted at Mayfield High School this summer, with communication to the public in advance. A camera solution has been installed at the temporary building, and a new awning structure has been built by Public Works to facilitate ADA entrance and prevent freezing. The department passed an audit by the Kentucky Transportation Cabinet, Office of Highway Safety, for grant money. The city's ordinance regarding fireworks permits them from July 1st to July 5th, from 6 p.m. to 10 p.m. The department has received information about permitting for Juneteenth celebrations.

City Planning Commission Position Update and Job Description Revision

The city is working to fill the City Planning Commission position. A gentleman is contracted for inspections of building projects and water flow, with his contract effective date to be determined. Justin and William will review plans submitted by developers. William will conduct Planning Commission meetings until a new person is hired. A municipal order will be presented at the special call meeting to change the job description for the position, as it has evolved. An advertisement will be placed to recruit for the position, and applications will be accepted once the new job description is approved.

City Council Approves Fiscal Ordinance 1-26 and Reviews 2026-2027 Budget

The council reviewed and approved the second reading of Fiscal Ordinance 1-26, which amends the fiscal ordinance for the fiscal year July 1, 2025, through June 30, 2026, including the annual budget and scheduled salaries. The ordinance was approved unanimously. The council also held the first reading of Fiscal Ordinance 2-26, presenting the 2026-2027 fiscal budget of $16,069,620. This budget includes a cost of living increase for employees, an increase in health insurance costs, a 20% increase for fuel accounts, additional funding for sidewalk repairs, a new F 550 truck for public works, a final payment for a street sweeper, two new vehicles for MPD, first-year payment for tasers, replacement computers for the city clerk's office, repairs to fire stations two and three, and a full prepayment allocation for an ordered fire truck. The council voted to approve the first reading of Fiscal Ordinance 2-26. The city clerk, Karen Wilson, was recognized for her work on the budget.

Arbor Court Drainage Improvement Project Approved, Funded by Disaster Relief

The council accepted the bid from YDC for the Arbor Court Drainage Improvement Project, which is funded by CBG disaster relief funding. The project is located in the Arbors and aims to address drainage issues. The duration of the project is estimated to be between three to twelve months, with one lane remaining open at all times to maintain access for emergency vehicles. The project is part of a larger $5.9 million grant from CDBG disaster relief funding, which also includes the Red Duck Creek project. A member of Commonwealth Engineering was present to answer questions. David Theny was identified as the local point of contact for the project.
