The applicant intends to develop a nursing home facility by renovating an existing daycare structure. Dover Road Rezoning for C5 Commercial Use Reviewed by Council
The City Council reviewed a zoning change application from Shawn Robertson, with agent Larry Raconi, to rezone a 1.4-acre parcel on the southern frontage of Dover Road from R1 to C5 Highway and Arterial Commercial. The property currently has two residential lots with two structures. Both staff and the Regional Planning Commission recommended approval, citing consistency with the Comprehensive Plan and the existing commercial development pattern, despite a previous disapproval by the City Council. No specific development plan has been presented.
Council Seeks to Override Mayor's Termination of Senior Center Lease
A resolution was introduced requiring majority City Council approval prior to the termination of the lease agreement with Ajax Turner Senior Citizen Center at 953 Clark Street, rescinding the Mayor's notice of termination from March 20, 2026. The resolution aims to restore authority to the nonprofit organization, which has served seniors for 60 years. The Mayor noted that the city charter vests termination authority in the Mayor's office and suggested the resolution might be ruled out of order.
Community Voices Concerns Over Senior Center's Future and Management
During public comments, Kathy Wallace opposed the potential takeover of the Ajax Turner Senior Citizen Center by Parks and Recreation, emphasizing the nonprofit's unique role in providing companionship, support, and tailored programs for seniors facing health challenges and isolation. She highlighted differences in accessibility, affordability, and program focus compared to Parks and Recreation offerings, and expressed concern about the financial underestimation of a city takeover. Lois Greater announced that a new location has been guaranteed and the nonprofit name 'Ajax Turner Senior Center' will be retained. Lorraine Watkins, facilitator of the New Vision Support Group for the Blind and Visually Impaired at the center, described negativity at the center due to its current management and advocated for a return to a more loving and joyful environment.
