Interlocal Agreement for Solid Waste Franchise Nearing Finalization

Carol and Amanda discussed the proposed ordinance approving an interlocal agreement for solid waste franchise with Scott Waste. The contract was awarded to Scott Waste several weeks prior after being put out for bid. Negotiations have been ongoing between Scott Waste, fiscal court, and the city to finalize contract terms. The current contract expires June 30th, necessitating a special called meeting to approve the new agreement and authorize an emergency reading. The revised contract terms focus on details like billing, payment procedures, insurance requirements, and cart allowances, rather than pricing. The previous agreement was seven years old. The commission agreed to hold a special called meeting on Monday, June 29th, at 8:30 a.m. at the police department to finalize the contract.

Small Purchases Policy Threshold Increased to $50,000

Carol provided an update on the ordinance regarding small purchases policy. She explained that due to inflation, the state has increased the threshold for required bids. The current fiscal year 26 limit was $40,000, and legislation is proposed to raise this to $50,000 starting July 1st. An ordinance is needed to reflect this change. Additionally, starting in 2030, the limit will automatically increase by $10,000 every five years to avoid the need for new legislation annually. Commissioners clarified that the requirement to get three quotes for purchases between $15,000 and $50,000 remains unchanged, although one quote is often obtained for items under $15,000. For purchases over $50,000, the full bidding and advertising process will still apply. A motion to adopt resolution E-2026 was made and seconded.

City Commission Approves Minutes from June 8th Meeting

The commission approved the minutes of the June 8th, 2026 regular meeting. Commissioner Powell made the motion to approve, and Commissioner Stewart seconded the motion. A roll call vote was taken, with Megan Dixon, Commissioner Powell, Commissioner Curry, and Commissioner Stewart voting in favor. Mayor Dixon also affirmed.

Resident Questions Fire Hydrant Requirement and Water Availability for Walker Street Lot
