Fairview Commissioners Vote to Launch Independent Investigation into Ethics Complaint Against Commissioner Buffalini
Resolution 40-26 addressed an ethics complaint lodged against Commissioner Don Buffalini, who recused himself from the discussion due to a conflict of interest. The complaint, filed by Ethan Greer, included allegations of potential misuse of city resources, material omissions on disclosure statements, campaign-related misconduct, misrepresentations on employment applications, and conduct towards city staff and citizens. City Attorney Carter outlined the three options for the board: dismiss the complaint, determine it lacks merit, or find sufficient merit for further investigation. Carter recommended hiring an independent third-party investigator, providing contact information for an attorney in Hendersonville. The board discussed the scope of the investigation, with Commissioner Roberts suggesting a two-part analysis focusing on behavior and procedure within the board's narrow scope, while acknowledging the complexities and potential for a lengthy process. Vice Mayor McDonald emphasized transparency and the need for an investigation to maintain public trust. The board ultimately voted 5-0 to adopt Resolution 40-26 with Option C, determining the complaint has sufficient merit to warrant further investigation by a third-party investigator.
Planning Commission Appointment Sparks Debate Over Candidate's Past Conduct
During the discussion on appointments to the Municipal Planning Commission, resident Sheila Cook voiced concerns about Ethan Greer's past actions, specifically his public criticism of a commissioner during his final board meeting and reports of unanswered citizen communications. She also raised concerns about Greer filing an ethics complaint that might set a precedent for investigating past actions of board members. Cook urged the board to consider these concerns before appointing Greer. Conversely, Greer, in his statement, highlighted his three years as city planner, his upbringing in Fairview, and his deep knowledge of the city and its new development code, expressing a desire to continue serving the city on the planning commission. Despite Cook's concerns, Greer was ultimately appointed to the planning commission.
Debate Over Budget Cuts: Commissioners Question Unspent Funds and Departmental Spending
During the budget discussions, Commissioner Buffalini suggested potential areas for budget cuts, including travel and training for commissioners, meals, lodging, sundries, and office furniture across departments. He noted that while some office furniture cuts were made in the municipal court, significant cuts were not applied universally. Mayor Riyle and Mr. Knox explained that while some departmental requests were denied prior to the first budget presentation (totaling $1.233 million in cuts), remaining items were deemed necessary or difficult to cut further without impacting services. They emphasized that the police department's furniture request was significant due to outfitting a new training facility. They also stated that removing smaller line items would not substantially change the overall budget or tax rate. Commissioner Roberts and Vice Mayor McDonald supported a more thorough departmental review by the city manager, Mayor Riyle, to identify potential savings.
TriStar Horizon Breaks Ground on New Fairview Project
During the meeting, Mr. Wyatt Chocolate, CEO of TriStar Horizon, spoke about the groundbreaking for a new project, emphasizing the start of a long-standing partnership with the city of Fairview. He highlighted commitments to job opportunities and partnering with local schools. Mayor Anderson noted that longtime residents of the property being used for the project are proud it will serve the greater good of the city and provide emergency services. The location was identified as directly across from the entrance to Buoie Park. This project signifies a public-private partnership aimed at fulfilling commitments to the city and its residents.
Fairview Announces Summer and Fall Event Schedule; July 4th Celebration Details Released
Mayor Anderson discussed upcoming city events, including the July 3rd Independence Day celebration, an August 1st back-to-school bash, a September 19th nature fest, and other fall and winter events like Trunk or Treat, a movie in the park, and a tree lighting. Mr. Ross, unable to attend, provided details on the July 3rd celebration, which includes live music, food, family fun, and fireworks, with gates opening at 2:00 p.m. and fireworks starting around 9:30 p.m. The event is free, but attendees are asked not to park in the Publix lot, with handicap parking available at KO's. The city manager reminded attendees that the city would be closed on June 19th for Juneteenth. The city is also preparing for a new hospital to be built.
