Former Finance Director Rex Gaither Hired for Financial Consulting Services
The council approved a one-year professional services agreement with Rex Gaither for financial consulting services. Gaither, a former Finance Director and Assistant Town Manager with over 30 years of service, will provide expertise on purchasing, utility financial metrics, and upcoming relocation projects. His extensive experience is considered a valuable asset to the town.
70-Acre Annexation Approved for West Jefferson Pike: C2 and I1 Zoning Planned
The council considered an ordinance for the annexation and zoning of 70.08 acres on West Jefferson Pike (tax map 26, parcels 31.00 and 32.00) requested by Hollingshead Land LLC. The front portion (5.21 acres) is proposed for C2 zoning, with the remaining 64.87 acres for I1 zoning, aligning with the 840 Gateway character area. The annexation includes existing rights-of-way for West Jefferson Pike and McCormick Court. The town will provide all services except water (CUD). The developer proposes consolidating access points on Jefferson Pike to one right-in/right-out access, subject to TDOT approval, and routing all truck traffic through McCormick Court. A signal at McCormick Court and Jefferson Pike is also proposed, pending approval. The adjacent approved 'speed track market' property in the county was noted for context but is not part of this annexation.
Debate Arises Over Nonprofit Funding Process; Call for Committee Oversight
The council discussed concerns about the process for funding nonprofit organizations. Councilmember Cole questioned the lack of a formal committee review for most organizations, contrasting it with the process for the Smyrna Charity Assistance Fund and suggesting a committee-based approach for transparency and to avoid potential political favoritism. While intergovernmental contributions are generally accepted based on agreements, the allocation of funds to local nonprofits sparked debate regarding process and oversight. The Mayor suggested further discussion in a future work session.
Smyrna to Host Independence Day Celebration July 2nd; Features Fireworks and Entertainment
The Mayor announced the upcoming Independence Day celebration on Thursday, July 2nd, from 5 PM to 9:30 PM at Lee Victory Recreation Park, celebrating America's 250th anniversary. The event will feature live entertainment by Rubik's Groove, over 50 vendors, inflatables, a dump tank, and fireworks. Due to space constraints, some activities will also be held at the event center. The Mayor also recognized the 15th anniversary of Simply Smyrna and Carpe Artista at a recent celebration.
Time Extension Granted for Florence Road Sidewalk Project Amidst Right-of-Way Acquisition
The council approved a time extension with the Tennessee Department of Transportation (TDOT) for the Florence Road sidewalk project. The project is currently in the right-of-way phase, with three of four landowner contracts signed and the fourth nearing finalization. Once signed, the right-of-way acquisition will be submitted to TDOT for approval, followed by a notice to proceed to the construction phase. The extension is necessary to accommodate this process, which has been ongoing due to various factors, including national and state issues.
