FY 2017 TIF Grant Applications Approved

ID Networks Licenses Approved for Police CAD/RMS Systems
The council approved payment to ID Networks for additional mobile CAD (Computer-Aided Dispatch) licenses and RMS (Records Management System) reporting licenses. The payment is a one-time fee to address an underpayment for necessary licenses. The annual fee for these licenses is approximately $3,000 to $3,870. This action corrects a past oversight where the city did not pay for the correct number of licenses required for the system to operate properly, ensuring fair vendor practice and system functionality.
City Council Approves 10-Year Axon Contract for Police Equipment
The council approved a 10-year agreement with Axon for Tasers, body cameras, and in-car cameras at a fixed cost. This agreement extends through fiscal year 2036 and represents a total cost of approximately $52,000 more than current annual spending. This consolidates contracts that were expiring separately over the next 18 months. The agreement includes unlimited data storage, upgrades to 1080p video clarity, and the 'Data One' report writing system, which is described as an AI system that significantly reduces report writing time for officers and detectives. It also includes GPS locators for body cameras and brand new equipment every 2.5 to 5 years, along with the replacement of cradle points and routers for in-car cameras. This is projected to save nearly $700,000 compared to shorter-term contracts and paying separately for the report writing system.
Scudder Construction Awarded Hub TIF Sewer Relining Contract
The council approved awarding a contract to Scudder Construction for the Hub TIF sewer relining project at a cost of $925,957. This project involves relining several sanitary sewers within the Hub TIF district that have been identified by staff as needing rehabilitation. Three bids were received, and the winning bid was below the engineer's estimate. The project spans nearly a mile of relining across various pipe sizes (36-inch, 42-inch). The funding for this project will be considered at a future meeting, with suggestions including a loan from general fund reserves to the TIF to avoid external interest payments, or a bank loan/bonding. There is also a discussion about potentially using funds from other TIF districts.
Justin Goodman Hired as Marion Patrol Officer
The council approved the hiring of Justin Goodman as a patrol officer. He previously served with the Marion PD, left for personal reasons, and then worked for the Union County Sheriff's Office before returning to Marion. His start date is June 29th, 2026. Chief Fitz expressed enthusiasm for his return, noting that Goodman is welcomed back with open arms. Goodman himself expressed gratitude for the opportunity to serve the city again.
