City of Apaloosis to Own and Operate Wastewater Plant After Transfer from St. Landry Parish

The City of Apaloosis will accept a transfer of ownership for the wastewater plant located near Loves and the Claude de Bois subdivision from St. Landry Parish Government. This ordinance will make the city the owner-operator of the facility, a status that has been a long-term goal for all stakeholders. The city will assume all responsibilities for operation, maintenance, and improvements, including the access road. Item 16 Postponed to Maximize Loan Forgiveness Opportunities

The council voted to postpone item 16, concerning an ordinance related to the wastewater plant transfer and cooperative endeavor agreement, to the June meeting. This postponement is to allow time for the bonding attorney to address issues with the bond commission and to coordinate with LDH for loan forgiveness opportunities. Eric LaFleur explained that delaying the decision could maximize loan forgiveness from the state, potentially saving the city significant funds. The rate ordinance, which includes a Consumer Price Index adjustment tied to utility operations, was discussed as a requirement for obtaining loans and grants, ensuring repayment security and system sustainability.

May Financial Report Shows General Fund Loss, Sales Tax Decline

The treasurer's report for May indicated a net loss of $296,725 for the general fund, with water and sewer funds showing profits of $52,084 and $53,792 respectively. A significant transfer of $491,569 was made from the general fund, which included an extra $100,000 allocated to the meter deposit account to address a long-standing audit finding. Sales tax collections for May showed a decrease of 1.3% compared to May 2025 and a 13% decrease compared to April 2026. Year-to-date, sales tax collections show a net loss of $126,000.

Road Repairs Tied to Infrastructure Upgrades; Street Project Funding Pending State Restoration

During a discussion initiated by a citizen, Mr. David Bo, regarding road conditions, it was clarified that resurfacing efforts are prioritized after underlying infrastructure issues, like water pipes, are addressed. While Dunbar Road was mentioned as being in poor condition, it was stated that five streets are slated for complete infrastructure replacement and resurfacing, with council input. This resolution serves to correct a previous submission error where 'Central SLED' was mistakenly used instead of 'SLED'. The project, initially approved in 2023, is already in progress. The resolution passed with a 4-0 vote.
