Resident Raises Concerns About Excessive Noise Levels at Red Barn Events
Lynn Garrett raised concerns regarding noise levels at events held at the Red Barn, specifically citing noise exceeding 70 decibels as per ordinance 13.23. She reported that windows in her apartment shuttered due to the noise level and that her phone app measured 86 decibels. She has previously communicated her concerns to city officials, including the Mayor, Councilman Francis Quirkland, and Chief Michael Hardy, but felt her concerns were not adequately addressed. She provided a printout of her decibel readings.
Organizers of Trail Ride Permit Request Address Concerns on Property Use and Litter
The council heard from Eugene Broussard Jr. and Barbara Broussard, representing the Five Star Southern Players, regarding a special event permit for a trail ride. They emphasized that trail rides support local businesses by bringing revenue, provide positive activities for youth, and teach environmental awareness. They also highlighted the safety measures in place and their commitment to cleaning up after events. Councilman Carlton Campbell expressed concerns about horses and four-wheelers on private property and littering, asking how the organizers would control these issues. The organizers stated they cannot control the actions of every individual but are part of an association that uses flaggers and they do not allow ATVs.
City Ratifies Health Insurance Contract Amidst Significant Cost Increase
The council ratified the mayor's execution of a contract with UMR and Ulico for health insurance and stop-loss insurance for the period of July 1, 2026, to June 30th, 2027. This year's renewal was challenging due to significantly higher claims, resulting in a cost increase of approximately $625,000. Despite exploring bids from other providers, including Blue Cross Blue Shield, the renewal offer was the most competitive.
Wastewater Operator Receives 10% Pay Raise for New Certification
The council approved a 10% pay increase for Pat Landry, a wastewater operator, in recognition of his newly obtained wastewater operator Class 1 license. The raise is intended to incentivize employees to obtain necessary certifications and align pay with current duties. Landry is also working on obtaining his CDL.
Parks and Recreation Update: Tournaments, Splash Pad Status, and Facility Maintenance
Byron, Parks and Recreation Director, provided an update on park activities, including ongoing American Legion and metro baseball leagues, and upcoming tournaments. Girls' all-star teams will compete in Eunice, while Abbeville will host the Pony District Tournament from Wednesday through Sunday, involving 25 teams. He also addressed questions about the splash pad's intermittent closure, explaining it's due to weather threats and occasional forgotten openings, for which he apologized. He also discussed bathroom maintenance challenges.
