This designation is necessary for the developer to obtain a Payment In Lieu Of Taxes (PILOT) agreement, which is required by state law for financing and construction of affordable housing units. Residents raised questions about whether PILOT payments cover school taxes, and it was clarified that these are municipal payments specific to the affordable housing law.
