Noblesville Council Approves Annexations for Two New Residential Developments, Previews Police Station Plans

The council considered and approved two annexation ordinances for planned developments. Ordinance 21-05-26, annexing approximately 162 acres for the Bending Branch Planned Development, north of 191st Street and east of Moontown Road, which will include a maximum of 305 single-family lots. Ordinance 22-05-26, annexing approximately 93 acres for the Montclair Planned Development, north of State Road, east of Little Chicago Road, and west of Mill Creek Road, which will contain 163 single-family lots. Both ordinances had their fiscal analyses and public hearings completed in prior meetings. Additionally, a rezone and government use overlay for a new police station on seven parcels on Division Street was presented as a preview for a future Planning Commission meeting.

Noblesville Council Considers Salary Ordinance Amendments for New Positions and Public Safety Pay Increase

An ordinance was introduced to amend the salary ordinance (01-01-26) regarding maximum bi-weekly compensation for appointed officials. Holly Ramona, HR Director, explained that the amendment incorporates requested mid-year adjustments. These include two new budget-neutral titles/positions (Assistant City Attorney and Executive Initiatives Manager), a part-time position for the planning department due to increased inspections, and a 1% increase for sworn public safety personnel for recruitment and retention. Annual compensation amounts were adjusted due to the 1% increase for first-class detectives, and clarification was added that additional compensation is for full-time detectives only. The council was asked to approve the salary ordinance on first reading to reflect wages by July 3rd.
