City Council Advances Davis Annexation Process with Resolution Approval
The City Council moved to approve Resolution 2026-012, accepting the notice of intention to commence the Davis annexation process. This step allows the annexation process to move forward by accepting proposed boundaries, requiring indebtedness assumption, acknowledging pre-annexation zoning (R7), and authorizing the circulation of a 60% annexation petition. The property is approximately 23 acres north of the current city limits, identified for future development with benefits such as a multimodal trail and varied housing types. The motion passed unanimously (6-0).
Monroe City Council Approves Co-Living Housing Ordinance Following State Mandate
The City Council held a second reading and approved an ordinance allowing for co-living housing in Monroe. This ordinance includes definitions and amendments to land use tables for multifamily residential and mixed-use zoning districts, complying with state legislation (ESHB 1998). The council debated the necessity of adopting the ordinance, noting that state law would preempt local codes if they did not comply, with potential consequences of non-compliance remaining unclear. The ordinance passed with a vote of 5-1.

The process involves further steps including interlocal agreements, development agreements, and boundary review board review before final annexation. The resolution passed unanimously (6-0).
