Mill Creek Council Explores Annexation Options, Debates Commemorative Flag Policy, and Reviews South Town Center Redevelopment Plan

Hasty Afghan thanked the council for their work and encouraged continued vision for walkable, mixed-use development. Parker Hyatt and Hilary Morales spoke in favor of flying the pride flag, emphasizing its representation of safety, inclusion, and support for the LGBTQ+ community. Greg Bowler also supported flying the flag as a symbol of allyship and safety for queer youth. Amber Hyatt, an ED nurse, highlighted the mental health crisis among LGBTQ+ youth and the positive impact of accepting adults and communities. Jeremy Evans, a gay man raising a nephew, spoke in support of the pride flag as a beacon of safety. Marlee Redford, a director of the Snohomish County Trans Group, stated that seeing pride flags made her feel safer and more accepted. Brie, director of the Mill Creek Senior Center, spoke about the importance of allowing all forms of love and family expansion. The council ultimately voted 5-2 to direct staff to explore possibilities of a commemorative flag policy for the city of Mill Creek, after an attempt to table the motion failed. The annexation discussion continued, with consultants presenting updated population and infrastructure data for four scenarios. Scenario 4, covering parts of South and West along 164th, was identified as not meeting the guiding principles due to its size and infrastructure risks, and was proposed to be taken off the table as a first step to allow for parallel tracking of its analysis. The council also discussed the South Town Center Redevelopment Plan, which aims to extend the town center with new housing, shops, and jobs, focusing on walkability, public spaces, and aligning growth with infrastructure and sustainability. Key elements include a central park, sponge park, pedestrian-focused streets, and updated zoning to allow for increased building heights and development incentives. The plan aims for a net increase in housing units and public space, with projected revenue increases, though detailed fiscal impact analysis is pending.
