TIS Infrastructure and Operations Provides Annual Technology Update
The Infrastructure and Operations (IO) division of Technology and Innovation Services (TIS) provided an annual update on their role as the city's technology backbone. They manage foundational systems supporting over 1,000 devices and 200 servers. Key areas include maintaining secure networks, identity management, collaboration platforms, cybersecurity, and public safety technologies. Recent initiatives include the rollout of Microsoft Copilot Chat and efforts to enhance communication resilience, such as a Starlink proof of concept, following lessons learned from winter storm outages. The division focuses on modernizing systems to improve security, resilience, and sustainability.
Eastrail Regional Advisory Council MOU Update Discussed
The committee discussed an update to the Eastrail Regional Advisory Council Memorandum of Understanding (MOU). This update is administrative in nature and reflects the departure of the Eastside Greenway Alliance from the Regional Advisory Council. The change was agreed upon by consensus in October 2025. Redmond's support for the updated MOU was confirmed, with the council requested to authorize the mayor to sign it at the July 7th business meeting.
Grant Contract Thresholds and Delegated Authority Amendment Reviewed
The council reviewed a proposed amendment to Resolution No. 1503 regarding grant contract thresholds and delegated authority. The amendment includes details and exception criteria discussed in a prior study session. The grants team will provide quarterly updates to the FAC chair on grants awarded under the $50,000 threshold that do not meet exception criteria. Discussion focused on the review process, ensuring council awareness, and potential OPMA issues with delegated authority. The item is proposed to move to consent on July 7th.
ESAP Partnerships Focus on Community Engagement for Climate Action
The committee received an informational overview of partnerships for the Environmental Sustainability Action Plan (ESAP). The strategy involves paid nonprofit partnerships to bring climate conversations and programs into trusted community spaces, aiming to reach a broader cross-section of the community. This approach is supported by $40,000 in grant funding and $5,000 in city funding, along with dedicated staff capacity. Partnerships have been established with El Centro Cultural Mexicano, United Way, and the Redmond Library, with a focus on building community trust, expanding access to resources, and promoting long-term behavior and systems change.
