City Council Reviews Planning Commission Recommendations for Comprehensive Plan Amendments

The City Council received recommendations from the Planning Commission regarding amendments to the comprehensive plan. These amendments are in response to a Growth Management Hearings Board order that required the city to address land capacity, affordable housing, adopt a station subarea plan, and implement antidisplacement measures. The Planning Commission reviewed these matters over eight meetings between March 25th and June 10th. The proposed changes include increasing development capacity in the town center and adjacent multifamily zones by allowing taller buildings, implementing inclusionary zoning requiring 10% of units to be affordable, and establishing a fee-in-lieu option. City Financials on Track for Q1 2026, REET Revenue Declines Impacting Infrastructure Funding

The City Council received a financial update for the first quarter of 2026. All city funds are performing as expected and in line with historical performance. Revenues and expenditures across the general fund, youth and family services fund, development services fund, and utility funds (water, sewer, stormwater) are on track. General fund revenues and expenditures are performing as expected. Utility funds show slightly higher revenues primarily due to a reimbursement from Seattle Public Utilities and increased interest earnings. Major revenues within the general fund, such as sales tax, parks and recreation fees, and interest earnings, are tracking with budget expectations. Property tax and business occupation tax are lower due to seasonality. Real Estate Excise Tax (REET) revenue is down 12.5% compared to the first quarter of 2025, continuing a sluggish market trend since 2021, which is impacting the funding for the Capital Improvement Program. Staff is working on the 2027-2028 biennial budget, with preliminary budget finalization this summer and budget workshops beginning in the fall. The impact of a recently passed collective bargaining agreement will be included in the second quarter financial status update in September. [cite: 467-708]

City Council Approves Consent Agenda and Enters Extended Executive Session

The City Council approved the consent agenda, which contained 11 items. A motion to approve was made by Councilmember Weinberg and seconded by Councilmember Reynolds. The motion passed. The council then moved into executive session for approximately 60 minutes to discuss legal counsel pending litigation or potential litigation and to consider the selection of a site or acquisition of real estate.
