New Mayor Sworn In, Council Discusses Upcoming Agenda, and Transition Support

The council meeting included a significant transition as Mayor Kurt Hilt was officially sworn into office. Several council members and public speakers expressed their congratulations and support for Mayor Hilt and the council's unified decision-making process. Councilmember Shipman provided an update on the city's agenda planning schedule, noting the cancellation of the upcoming meeting due to the Association of Washington Cities (AWC) conference and outlining upcoming agenda items for the remaining meetings before the August break. These include discussions on an internship program, strategic plan update, introduction of the new finance director, a potential critical area ordinance public hearing, and retreat planning. Councilmember Ariah and Council President Dorstad also reflected on the recent mayoral selection process, thanking the community for their input and commending the council's collaborative approach. Councilmember Edwards stepped down from her liaison role with the Senior Center board due to increased personal workload and sought a volunteer to replace her. The meeting concluded with council members expressing gratitude for the opportunity to serve and for the support received during the recent mayoral transition.

Resident Expresses Concerns Over Safety and Response to Park Assault

During the citizen comments section, Sam Thompson, a resident of 13 years, addressed the council regarding a violent assault and bullying incident involving his daughter, Bailey, at North Cove Park. The incident resulted in significant dental damage estimated at $27,000 for immediate root canals, with potential future costs exceeding $100,000 for implants. Thompson expressed dissatisfaction with the local government's response, citing a lack of urgency in evidence collection and a prolonged delay in a decision from the Snohomish County Prosecutor on whether charges will be filed. He emphasized the responsibility of the city to ensure safety in public spaces like North Cove Park, especially those attracting large groups of teens. Thompson requested improved evidence gathering, regular patrols and increased safety presence at the park during peak use, and dedicated resources for juvenile mentorship. He stressed the need for accountability and meaningful consequences for such incidents.

Mayor Sworn In, New Employee Introduced, Market Street Mural Project Presented

The council meeting began with the administration of the oath of office to Kurt Hilt as the new mayor of Lake Stevens. Following this, the council proceeded to introduce a new employee, Shere Shabbaz, who has joined the application services team. Shabbaz brings a strong background in IT, including experience with Microsoft Dynamics ERP, a personal consulting gig, designing tools for Starbucks, and working as a senior software engineer at Gemini Space Station focusing on crypto and fintech. He is a local resident and aims to leverage his AI and software development experience for the city. The meeting also included a presentation on the Market Street mural project by the Arts and Parks Foundation, featuring selected artist Amanda Pierman and initial design concepts. The project, aimed at beautifying a wall that is a persistent graffiti target, is a 300 ft large-scale mural, the first of its kind in Lake Stevens. Funding includes $20,000 from the city and $10,000 from the foundation, with additional in-kind donations from local businesses. Coordination with the city and an MOU are in place, and the mural is scheduled for July and August, with opportunities for young artists to participate.
