The developers are requesting a Community Reinvestment Area (CRA) incentive. The project has gone through numerous prior approvals and is contingent on CRA approval.
Car Wash Owner Requests Review of Monroe's High-Volume Commercial Water Rates
Alfred Roskella, owner of Cascade Car Wash, presented concerns about Monroe's current high-volume commercial water rate ($12.28 per thousand gallons above 20,000 gallons), which he stated is the highest among compared cities. He requested the council direct staff to develop and present a high-volume commercial rate option for the 2026 review process, arguing the current structure disproportionately impacts large commercial users.
