City Council Approves Contracts for Sanitary Sewer Inspections with RedZone Robotics
The City Council authorized contracts with RedZone Robotics for the inspection of sanitary sewers. For large diameter sewers, the contract amount is not to exceed \$545,397.65. For small diameter sewers, the contract amount is not to exceed \$895,972.70. These inspections will utilize CCTV, sonar, and robotics, adhering to NASSCO standards to aid in infrastructure planning. The projects are funded through the sewer capital fund.
MidPointe Library's 2027 Tax Budget Reviewed by City Council
The City Council held a public hearing for the MidPointe Library's 2027 tax budget. The proposed budget includes estimated revenues of \$12,616,500 and estimated expenditures of \$12,520,000. The City of Middletown serves as the taxing authority for the library, providing the space and authority for the hearing. The council reviewed the budget, and no questions or comments were raised by council members. Following the public hearing, the council proceeded to other agenda items.
City Council to Support Cleveland-Cliffs' Major Investment in Middletown Works
Council member Lolly announced that a resolution will be presented regarding legislation to support Cleveland-Cliffs Steel Corporation's growth and development of the Middletown Works. This project involves enhancing the blast furnace and installing an energy recovery plant to generate steam and electricity, aiming to reduce emissions and improve energy efficiency. The project is expected to preserve over 3,000 jobs and represents a significant investment in the city, with a focus on cleaner steel-making processes. A public hearing for the EPA permit application is scheduled for July 9th at 6:00 p.m. in council chambers.
Residents' Concerns Addressed: Council Requests Updates on Lime Silo Overflow, Gravel Pile, and Wayfinding Signs
During the unfinished business portion of the meeting, council members discussed ongoing issues and requested reports from city staff. Council member Lally requested a report from Public Works on a plan to address the overflowing of lime slurry at the lime silo and its impact on the bike path, seeking timelines and solutions. Council member Mulligan inquired about the status of a pile of dirt on Hanover Street that has not moved, requesting a timeline for its removal. Council member Carter also requested an update and timeline for the gravel pile and for wayfinding signs related to railroad blockages. City staff committed to providing these reports at the next council meeting.
City Council Reviews ODOT Project for State Route 122 Culvert Rehabilitation
The City Council considered an ordinance for the rehabilitation of two bridge-size culverts on State Route 122, east of Grand Avenue and Roosevelt Boulevard split. The Ohio Department of Transportation (ODOT) will bid and administer the project, which carries no cost to the city and is scheduled for 2027. These structures carry the north branch of Dicks Creek. This was the first reading of the ordinance.
