Carne Wastewater Facility Plan Proposes Capacity Expansion and Modernization Amidst Funding and Environmental Considerations
The city presented a draft facility plan for the Carne Wastewater Treatment Facility, outlining necessary improvements to accommodate projected population growth and meet stricter future regulatory requirements. The plan, developed by HBR, includes upgrading the plant's capacity from 1.125 million gallons per day (MGD) to 2.23 MGD by 2055, a critical step as current flows approach 80% of the existing capacity. Key recommendations include converting to a Moving Bed Biofilm Reactor (MBBR) process for secondary treatment due to site limitations, replacing the UV disinfection system with a non-contact system to better handle lime waste from the water treatment plant, and upgrading the collection system to reduce inflow and infiltration. Site improvements, security enhancements, and additional equipment like a second generator are also proposed. The estimated cost for these improvements is $55 million, which is covered by a recently approved bond election of $62.5 million. The plan also addresses solids treatment and dewatering capacity. Concerns were raised by board members regarding potential odors and proximity to a walking trail, with assurances that existing odor sources would not change and buffer zones would be added. The next steps involve submitting the plan to the Missouri Department of Natural Resources (DNR) for review.
