City Council Approves Downtown Monument Sign Easement
The City Council approved an ordinance accepting a general warranty deed and right-of-way easement from 2022 LLC for use of a downtown public monument sign at MO 7 Highway and Main Street. Council member Ericson expressed enthusiasm, noting this as a long-awaited and important step towards completion of an exciting process, with further information to come upon approval. The ordinance was approved on two readings and assigned ordinance number 5502.
Council Welcomes Visitors, Discusses Community Events and Upcoming Celebrations
Council members acknowledged visitors from Parkway Senior Living and shared positive experiences visiting the facility. Council member Kaylor and Mayor Levesay welcomed the visitors, with Kaylor highlighting the enjoyment of their visit and Gaylen's distribution of 'swag'. Council member Harrison thanked various entities for organizing a successful watch party for a USA vs. Paraguay soccer game, noting the good turnout, community event atmosphere, and positive outcome (4-1 win for USA). Council member Breville was recognized for his role as World Cup task force chair. Parks and Recreation, and Downtown Blue Springs organizations were also thanked for their contributions to the event. The Mayor announced upcoming city events for the summer, including recognition of Juneteenth, the semiquincentennial (America 250) celebrations, Red, White, and Blue Springs with fireworks and a drone show, and various park activities. City offices will be closed on June 19th for Juneteenth.
City Approves Contract for School Police Officers and Dispatching Services
The City Council approved a contract with the Blue Springs R4 School District for the 2026-2027 school year. This contract will provide police officers at the schools and dispatching services. The ordinance was introduced, read twice, and approved, receiving ordinance number 5503.
Resident Expresses Support for Fall Funfest, Raises Public Safety Concerns
Bob Cheney spoke during the public comment period expressing support for the Fall Funfest and raising concerns about public safety incidents that have occurred in a neighboring city. The City Council held a public hearing and approved a conditional use permit for Flex Space Phase 2 development to allow for limited and general vehicle repair within buildings A and B. The property is zoned Light Industrial (LI). Staff recommended approval, finding the use consistent with zoning, compatible with surroundings, and not expected to create adverse impacts. Council member Kaylor expressed concerns about the proposed use potentially being a 'bait and switch' from initial project approvals and questioned the enforceability of outdoor repair and storage prohibitions. Staff clarified that past approvals did not restrict vehicle repair, and the current request fulfills necessary additional approvals. They also confirmed that enforcement would follow standard code enforcement procedures. The applicant, Brandon Keller from Capital Builders KC, stated the request was for specific, custom uses, not general auto mechanics, and emphasized that indoor repairs would be required, with no outdoor storage of vehicles awaiting repair. He also noted that mechanical fluid capture and floor staining would be addressed by building codes. Council member Ericson reiterated concerns about trust and property maintenance, referencing visible weeds at the site. Keller assured that maintenance practices would be consistent across phases and that landscaping issues were being addressed by the warranty provider. The council ultimately approved the conditional use permit on two readings, assigning it ordinance number 5501.
