City Approves Sewer Main Replacement Project with Havens Construction
The council approved a contract with Havens Construction Company Inc. for a sewer main replacement project. The project will address six identified locations where sewer pipes are collapsed, broken, or severely damaged. The contract utilizes a 'pipe bursting' method for replacement, which involves pulling a new pipe through the old one. The estimated cost is within the budget, and the selected contractor, Havens Construction, has received positive reviews from other municipalities for similar work. The lifespan of the new PVC pipes is expected to be 50 years.
Council Considers New Ordinance to Regulate Camping
The council discussed a proposed ordinance to regulate camping on both public and private property. The ordinance aims to prohibit camping between 10 PM and 6 AM, with exceptions for city-approved events, emergency personnel, and limited residential use (up to three consecutive nights or four nights in a 30-day period, with owner consent). The discussion highlighted legal precedent, including the 'Martin v. City of Boise' case and the more recent 'Grant Pass' decision, which allows for tailored camping ordinances. Concerns were raised about enforcement, potential impact on private property rights, and the need to balance public safety with individual liberties. No specific action was taken, but staff will bring back a draft ordinance for further debate.
Cass County Contributes $500,000 to North Cass Parkway Project
The council approved an ordinance authorizing a cooperative agreement with Cass County to accept $500,000 in county funds for the design and construction of North Cass Parkway. The project, which is part of the Belton Cass Regional Transportation Development District's (TDD) long-term plans, is currently under construction and scheduled for completion by October. While the agreement outlines the funds, it does not specify a payment date, but reimbursement is expected by project completion. The city acts as the engineer for the TDD and manages payments before receiving reimbursement.
Community Input Shapes Vision for Main Street Revitalization
Staff presented a summary of feedback from the 'Reimagine Main Street' town hall, focusing on future improvements for Main Street and Old Town. Key priorities identified include shade structures, landscaping, lighting for parks; public art and murals for beautification; and neighborhood sidewalks for connectivity. Businesses prioritized sit-down restaurants, retail boutiques, and outdoor seating. Two design options for Main Street were presented, with a majority favoring retaining angled parking on one side and parallel parking on the other, over eliminating all angled parking. An updated railroad concept plan was also well-received, incorporating more housing and retail opportunities.
KPI Solutions Seeks Rezoning for Warehouse Expansion
A preliminary development plan and rezoning request for a 99,000 square foot warehouse addition by KPI Solutions (formerly Built KCI) at 8801 West Markey Road was presented. The property, currently zoned as Parks, Recreation, and Public Use (PR), is intended for business park expansion. The plan includes site improvements and a re-plat to combine two lots, with main access via Markey Road and an emergency access point on CB Road. The existing PR zoning was noted as potentially confusing, as the property was identified for business park use and sold with expansion in mind. The item is scheduled for a Planning Commission hearing on July 7th.
